The City of New Haven (“the City”) seeks proposals from qualified Vendors to provide a modern, unified, state of the art payment ecosystem capable of supporting all municipal payment operations.
The objective of this RFP is to fully replace fragmented, department-specific, and vendor-controlled payment systems with one standardized platform that provides:
1. Mobile wireless payment acceptance via mobile readily handheld available devices
2. A single universal payment processing fee of 2.5% or less
3. Digital wallet, Online payment portal, and peer-to-peer platform support, must be able to accept Googlepay, Applepay, Venmo, Paypal, (Zelle & Cashapp if possible), ACH, Wires, all major Credit Cards.
4. Text-to-Pay and secure mobile communication
5. Treasury-level reporting and financial reconciliation
6. Mandatory integration with Munis ERP and other system platforms
The system must eliminate operational fragmentation, reduce administrative burden, and enable standardized, transparent, scalable financial operations across the City.
The City processes payments across multiple departments, programs, and services.
Current payments are accepted through a combination of:
- Legacy terminals
- Department-specific solutions
- Overlapping vendor portals
- Paper-based or manual processes
- Third-party web payment tools
These inconsistent environments create:
- Service disruptions
- High processing fees
- Delayed reconciliation
- Audit exposure
- Vendor lock-in
- Administrative burden
The City seeks to centralize payment operations using a single, modern, digital platform
