NOTICE OF DISPOSITION OF CITY-OWNED PROPERTY

The City of Panama City (hereinafter “City”) intends to dispose of thirteen (13) parcels of City-owned real property.

A Phase I Environmental Site Assessment completed in August 2025, together with other available property information, may be reviewed by prospective proposers through the City's Purchasing Division. Proposers are responsible for conducting any additional investigations they consider necessary.

The proposed disposition was considered and discussed at the regularly scheduled and duly noticed City Commission meeting on July 14, 2026, and shall be further considered at an upcoming and duly noticed City Commission meeting on August 11, 2026. The City Commission may consider and vote on whether to approve the disposition of the properties at the duly noticed City Commission meeting on August 11, 2026.

Any party interested in purchasing or otherwise obtaining the properties listed above is hereby notified that sealed proposals must be received on or before 2:00 p.m. CT on August 3, 2026. Respondents can find this notice on the City’s website at https://www.panamacity.gov/bids.aspx and should utilize the City’s Bonfire Portal online submission program found at the following website https://panamacity.bonfirehub.com/portal/?tab=openOpportunities . In the alternative, proposers may submit one (1) original complete proposal package, one (1) duplicate copy of said package to the City of Panama City Purchasing Division – Attention: Purchasing Division, 501 Harrison Avenue, Panama City, Florida 32401 on or before the due date stipulated above. All packages shall be clearly marked “Harmon/6 ^th St Property Proposal”. The City will not be responsible if the U.S. Postal Service or any other courier service fails to deliver any package by the above-referenced deadline. Late submissions shall not be accepted. Any such offer must include a description of the proposed uses for the property, and documentation demonstrating the prospers legal ability, and financial capabilities.

The City reserves the right to reject any or all proposals, waive informalities, request additional information, negotiate with one or more proposers, and determine which proposal, if any, is in the best interest of the City. Any disposition of the property is subject to approval by the City Commission.
