CITY OF WINDER STREET REHABILITATION/RESURFACING - FY 2025/2026

REQUEST FOR BIDS

The City of Winder is requesting bids for the CITY OF WINDER STREET REHABILITATION / RESURFACING PROJECT - FY 2025/2026 as indicated herein, by the City of Winder-Engineering Department at the front desk of the Public Utilities Facility, 138 Sweetwater Trail, Winder, GA 30680 (Attention: Gerard Brewer, City Engineer) until 2:00 p.m., Wednesday, March 05, 2025, at which time they will be opened and publicly read at 2:10 p.m., Wednesday, March 05, 2025. Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or printed in ink. Bids submitted as a result of this invitation must include all enclosed forms and be returned in a sealed envelope or container marked, "SEALED BID FOR CITY OF WINDER STREET REHABILITATION / RESURFACING PROJECT - FY 2025/2026" on the outside. Bids may not be considered unless so received.

Responsibilities assigned to the City Engineer throughout this document are understood to be City Engineer or his designee. Any questions and/or misunderstandings that may arise from this request for bid shall be submitted, via electronic mail, to Gerard Brewer, City Engineer, at gerard.brewer@cityofwinder.com and Patrick Klein Jr. at patrick.klein@cityofwinder.com. Answers to questions submitted that materially change the conditions and specifications of this invitation for bid will be promulgated as an addendum and put on the City of Winder website at www.cityofwinder.com and the Georgia Procurement Registry (GPR). Any discussions or documents will be considered non-binding unless incorporated and issued by addendum. The City of Winder reserves the right to waive technicalities, reject any or all bids, and make the award in the best interest of the City as well as to add or remove items as necessary to meet budget requirements.

All bids shall be accompanied by a Required Bid Security in the form of 5% of the Bid Total Price. See specifications for the requirements concerning other bonds, insurance, and warranties. Failure to provide these items may result in a bid determination of “unresponsive”, and, therefore rejected. The Base Bid will be awarded based on the Total Cost for base bid items.
