OFFICIAL NOTICE
PROPOSALS REQUESTED:  Formal proposals will be received, per the instructions below, until 4:00 P.M. on Friday, February 27, 2026. Proposals received in response to this request will be forwarded to the City’s Engineer for evaluation and consideration.   NOTE:  This is not a public bid opening.
The City of Wauwatosa is proposals from an approved WISDOT (Wisconsin Department of Transportation) consultant to provide professional real estate services necessary for the valuation and acquisition of property being acquired for the North Ave bridge and pavement replacement project.
The purpose of this North Ave project is to replace and raise the two bridges over the Menomonee River and replace the pavement from N. 95th Street to just east of Rozmus Way. The project length is approximately 1.4 miles. The project design includes new separated bike lanes, updated curb ramps, spot geometric improvements, traffic signals, street lighting, streetscaping, storm sewer, water main and sanitary sewer relays.
There are approximately 120 parcels involved: 88 parcels are temporary limited easements and 32 parcels in fee. This solicitation is for eminent domain real estate services, including valuation and acquisition.  This contract will be a two-party with the City of Wauwatosa. The real estate agent will be required to work with WISDOT and GRAEF, the design consultant, along with City staff.

Each consultant is responsible for determining all factors necessary for submission of a comprehensive proposal in accordance with the City of Wauwatosa Request for Proposal dated February 10, 2026 and this Official Notice.

Pre-Proposal Meeting:   A pre‐proposal meeting will not be held for this RFP.
Questions concerning this proposal request will be received through Monday, February 16, 2026 at 12:00 PM. All questions should be directed to Laurie Schleimer, Purchasing Coordinator, via email, lschleimer@wauwatosa.net., When deemed relevant, responses to questions received will be distributed to all RFP holders of record, via an Addendum to ensure uniformity, by 4:00 PM on Monday, February 23, 2026.  Please include “Questions/Clarifications Real Estate Services, North Ave” in the subject line when submitting.
Consultants are not permitted to contact individual City Council members or other City staff for clarification of the RFP.   Any such contact may disqualify the consultant from evaluation.
Proposal responses are due not later than 4:00 PM, Friday, February 27, 2026. Proposals are to be a single PDF delivered via an email titled “Real Estate Services, North Ave” to Laurie Schleimer, Purchasing Coordinator, lschleimer@wauwatosa.net.
Note:  The City’s email system will not accept files larger than 10MB, so if your proposal exceeds that limit, please provide your submission via a digital drop box or FTP of your choosing and provide download instructions in your submission email.
You will receive an email confirming your submission. Proposals arriving after the specified time shall not be accepted.

PROPOSAL TIME SCHEDULE:

• 02/10/2026 Release RFP

• 02/16/2026 Clarifications/Questions due 12:00 Noon.

• 02/23/2026 Answers to questions received sent to plan RFP holders by 4:00 PM

• 02/27/2026 Proposals due by 4:00 PM local time
No proposal shall be withdrawn after the opening of proposals for a period of sixty (60) days after the scheduled time of closing of proposals.
Notification of Award:  The City of Wauwatosa plans to select a consultant on or about March 17, 2026.  Should either party fail to execute a contract within 60 days of notification of award, the City reserves the right to rescind the award and select from another interested firm.
Proposer certifies that their proposal has been made without connection to any other vendor and is, in all respects, fair and without collusion or fraud, and is made with the understanding that no elected official or Wauwatosa City employee has an interest, directly or indirectly, unless otherwise stated.
The City of Wauwatosa reserves, exclusively to itself, the right to reject any or all proposals or to accept the proposal deemed most advantageous to the City and to waive any, or all, technicalities or informalities in submitted proposals.  No proposals, alterations, or modifications to proposals shall be allowed after the official date of submission.
PATENTED DEVICES, EQUIPMENT AND PROCESSES:  It is understood and agreed that without exception, bid prices include all royalties and costs arising from patents, trademarks, and copyrights.  The successful bidder shall, in all cases, indemnify and save harmless the City of Wauwatosa from any and all claims for infringement by reason of the use of any such patented design, device, material, or process to be used or delivered, and shall indemnify the said City of Wauwatosa for any cost, expense, and damage which it may be obliged to pay by reason of such infringement, at any time during or after delivery.
