WATER SYSTEM IMPROVEMENTS - DWSRF PHASE II

The City of Wakefield (Owner) is requesting Bids for the construction of the following Project:

Water System Improvements - DWSRF Phase II
W39-06113

Bids for the construction of the Project will be received at the City office located at 509 Sunday Lake
Street, Wakefield, MI 49968, until Wednesday, May 20, 2026. Bids are due by 1:00 PM Local Time, at
that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Installation of approximately 3,850 LF of 8 inch ductile iron water main and associated items;
replacement of fire hydrants; cap & abandoning existing water mains; capping mineshaft; SCADA
system improvements, flow meter and chemical feed pump replacements; lead service line
replacements, HMA paving, and complete site restoration.

Bids are requested for the following single prime Contracts:

OBTAINING THE BIDDING DOCUMENTS

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 9:00 AM - 4:00 PM Eastern time and may obtain copies of the
Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the
Issuing Office.

Bidding documents also may be examined at the following Builder Exchanges: Michigan Infrastructure
and Transportation Agency (MITA), Delta County, lron Mountain, Hurley (WI), Marquette, Grand Rapids,
Traverse City, Appleton (WI), McGraw -Hill Dodge, and Construction Association of Michigan. Builder
Exchanges are authorized to share the contract documents with other exchanges.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of
$100.00 non-refundable deposit for each set of contract documents. Alternatively, bidding documents
are available as portable document format [PDF] files for a non-refundable charge of $50.00. Make
deposit checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.

A pre-bid conference will NOT be held for this Project.

Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified
check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that
if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds,
and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of
Award.

The Owner reserves the right to waive any informality or to reject any or all bids.
INSTRUCTIONS TO BIDDERS

For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.

DOMESTIC PREFERENCE

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural
Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and
subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to
this project. Alliron and steel products used in this project must be produced in the United States. The
term "iron and steel products" means the following products made primarily of iron or steel: lined or
unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe
clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

GOVERNMENT FUNDING

Financing for this project is being provided by the State of Michigan, Department of Environment, Great
Lakes, and Energy (EGLE), Drinking Water State Revolving Fund (DWSRF). EGLE will, therefore, require
approval by its representatives of all Contracts, attachments, and similar documents, all partial and final
payments, and all change orders. Davis Bacon wage rates are required for this project.
