Sealed bids will be received by the Owner, the City of Versailles, Versailles, MO, care of Alfred Benesch & Company,
at 4451 W. 107th Street, Suite 250, Overland Park, Kansas 66207 until 1:00 p.m. local time, on Wednesday, May 20,
2026 and then publicly opened and read aloud, for furnishing all labor, materials and equipment, and performing all work
necessary for completing the Runway 7/25 & Connecting Taxiway ‘A’ Rehabilitation And Apron Pavement
Maintenance Project.
In general, the improvements on which bids are requested will require the following major construction items:
Installation of temporary airport safety measures to allow for construction operations.
Pavement marking removal (Add Option 1 and 2 - apron and helipad).
Cleaning of existing asphalt pavements and routing of cracks and joints where required.
Full depth and partial depth pavement repairs (asphalt).
Joint and crack repairs (asphalt).
Surface treatment (seal coat) application (Add Option 1 - apron).
Mill and overlay of Runway 7/25 pavement.
Temporary and permanent pavement marking application.
Topsoil, seeding, and mulching.

Starting on, Tuesday, April 21, 2026, a complete set of bid documents will be available and can be seen and/or
purchased for a non-refundable fee on-line at www.drexeltech.com in their Distribution plan room. Information
regarding this project can be found in the “Public Jobs” link on the www.drexeltech.com website. Additional Assistance
is available at distribution@drexeltech.com. Contractors desiring paper copies of the contract documents may also
obtain a set of such documents from Drexel Technologies at either of their three locations in Lenexa, Kansas; Kansas
City, Missouri; or St. Louis, Missouri. Bid documents will be shipped only if the requesting party assumes responsibility
for all related charges. Corporate, certified or cashier’s checks shall be made payable to Drexel Technologies, Inc.

A non-mandatory pre-bid meeting will be held in conjunction with this project on Tuesday, May 5, 2026 at 2:00 p.m..

bidders are still required to examine the site to become familiar with all site conditions.
Contractors shall coordinate with Jamie Morrow, Mayor, 573-378-4634, for site visit opportunities. The Owner reserves
the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to
airport operations at the time.
Prequalification: Contractor’s bidding need not be pre-qualified but shall be qualified to do the work.
No bid will be considered unless accompanied by a bid guaranty secured by an approved surety or sureties (licensed to
conduct surety business in the state of Missouri), payable to the owner, for not less than five (5) percent of the amount of
the bid.
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be
held by the City of Versailles of Versailles, MO for a period not to exceed ninety (90) calendar days from the date of
the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract will be based on the lowest aggregate sum proposal submitted from those bidders that are confirmed
as being responsive and responsible. Contractors bidding shall bid all items. The right is reserved, as the City of
Versailles may require, to reject any bid and all bids to waive any or all irregularities, technicalities, informality or any
information in the bids received.
The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to
100% of the contract.
Prospective bidders are hereby advised that award of contract is contingent upon the owner receiving State-funding
assistance under the State Aviation Trust Fund.
In accordance with the Missouri Prevailing Wage Law, the contractor will be required to comply with the wage and
labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the
Missouri Division of Labor Standards. Refer to State Wage Determinations included in Article 3 of the Contract
Documents.
The contractor is required to comply with the Domestic Products Procurement Act -RSMO 34.350 as included in the
Proposal Form.
Civil Rights Title VI Solicitation Notice:
As a condition of a grant award, the Sponsor (Owner) shall demonstrate that it complies with the provisions of Title VI
of the Civil Rights Act of 1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49 CFR part 21) including
amendments thereto, the Airport and Airway Improvement Act of 1982 (49 U.S.C. § 47123), the Age Discrimination Act
of 1975 (42 U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), the Americans
with Disabilities Act of 1990 (42 U.S.C. § 12101, et seq.), U.S. Department of Transportation and Federal Aviation
Administration (FAA) Assurances, and other relevant civil rights statutes, regulations, or authorities, including any
amendments or updates thereto.
This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, in the format and
according to the timeline required by the FAA, and other information about the communities that will be benefited and
impacted by the project. A completed FAA Title VI Pre-Grant Award Checklist is required for every grant application,
unless excused by the FAA.
The Sponsor shall affirmatively ensure that when carrying out any project supported by this grant that it complies with
all federal nondiscrimination and civil rights laws based on race, color, national origin, sex, creed, age, disability, genetic
information, in consideration for federal financial assistance. The Department’s and FAA’s Office of Civil Rights may
provide resources and technical assistance to recipients to ensure full and sustainable compliance with Federal civil
