The City of Stone Mountain is soliciting qualifications and proposals from experienced
professional financial advisory firms to assist the City in evaluating strategic financial
opportunities, capital projects, land acquisition opportunities, economic development
initiatives, and long-term financial planning. Questions
All questions regarding this RFP/RFQ shall be submitted in writing via email to City

The deadline for submitting questions is Monday, July 13, 2026, at 12:00 p.m. (Noon)
Eastern Time. Questions received after this deadline may not be considered or answered.

accepted.

REQUEST FOR QUALIFICATIONS AND PROPOSAL (RFQ/RFP)
PROFESSIONAL MUNICIPAL FINANCIAL ADVISORY SERVICES
Purpose
The City of Stone Mountain is soliciting qualifications and proposals from experienced
professional financial advisory firms to assist the City in evaluating strategic financial
opportunities, capital projects, land acquisition opportunities, economic development
initiatives, and long-term financial planning.
Background
Professional municipal financial advisors assist cities and local governments in evaluating
financing options, assessing fiscal capacity, analyzing capital improvement plans,
structuring debt, supporting bond issuances, evaluating public private partnerships, and
identifying funding strategies for public projects. The City is currently evaluating
opportunities related to land acquisition, redevelopment, economic development projects,
and other strategic investments. The selected advisor will review the City's financial
condition and provide recommendations regarding the most appropriate financing
structure, including loans, bonds, public private partnerships, Downtown Development
Authority participation, grants, and other available funding mechanisms.
Scope of Services
The selected firm may be asked to: Review the City's financial statements, budgets, debt
obligations, and revenue sources; Evaluate financial feasibility of land acquisition and
development projects; Analyze financing alternatives including bank loans, revenue bonds,
general obligation bonds, lease purchase arrangements, and public private partnerships;
Assist with coordination involving the Downtown Development Authority and other public
entities; Provide debt affordability and capacity analysis; Develop financing
recommendations and implementation strategies; Assist with presentations to elected
officials, staff, boards, and stakeholders; Support bond issuance planning, structuring, and
market evaluation; Identify alternative funding and economic development opportunities.
Submittal Requirements
Firms shall provide the following information:
1. Company Overview: Brief history, ownership structure, office locations, and description
of services / expertise.
2. Financial Advisory Team: Identification of key personnel assigned to the City,
qualifications, certifications, and relevant experience.
3. Municipal Experience and Relevant Project Examples:
Describe your firm's experience providing financial advisory services to municipalities,
counties, development authorities, and other public sector entities. Include a minimum of
two (2) representative projects completed within the last five (5) years that demonstrate
your firm's experience in one or more of the following areas: land acquisition financing,
economic development initiatives, bond issuances, public-private partnerships,
redevelopment projects, capital improvement programs, and strategic financial planning.
For each project, provide the client name, project description, financing structure
considered or implemented, your firm's role and responsibilities, and the outcome or
benefit to the public entity.
4. Bond Issuance Assistance Plan: Outline your approach if the City proceeds with a bond
issuance, including planning, structuring, rating agency support, market coordination, and
closing process.
5. References: Provide at least three municipal references including contact name, title,
organization, phone number, and email address.
Fee Proposal
Provide a detailed fee schedule. Firms may propose one or more of the following: Flat
monthly retainer; Hourly rates by staff classification; Lump sum project-based fees; Bond
issuance related fees; Any reimbursable expenses. Clearly identify all costs and
assumptions.
Evaluation Criteria
Responses may be evaluated based on municipal experience, qualifications of assigned
personnel, understanding of City needs, quality of proposed approach, demonstrated
success with similar projects, references, and cost competitiveness.
Reservation of Rights
The City reserves the right to reject any or all submissions, request additional information,
interview firms, negotiate scope and fees, and award a contract in the best interest of the
City.
