You may download the digital plan documents for $45 by inputting Quest eBidDoc #10239218 on the website’s Project Search page. Prospective Bidders are urged to register with Quest CDN as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. Quest CDN requires the bidding documents to be downloaded from the site in order to submit a bid in the Vbid system. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through Quest CDN. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than Quest CDN.

The Project includes the following Work:

• Removals: excavation common, landscaping, existing asphalt parking surface and sidewalks, curbs, sea wall, clearing and grubbing and existing site amenities.

• Erosion Control: Erosion mat, turbidity barrier, silt fence maintenance, sediment logs, and stormwater basins.

• Site Improvements: Concrete sidewalk, asphalt parking paving, curb and gutter, integral curb and gutter, pavement marking, dense grade base, detectable warning fields, boardwalk with composite decking, thickened edge concrete sidewalk, steps, railings, irrigation system, park benches, seat walls with lighting, bike racks, bollards, site signage and pavement marking.

• Utilities:

• New sanitary sewer service and service connection

• New water service and permanent irrigation system

• Site lighting and underground conduit

• New electrical service and connection

• Stormwater structures

• Site and Turf Restoration: Site and turf restoration, sodding, planting, mulching, general site clean-up and amenities installed.

• Proposed Schedule: tentatively award the work by September 15th, 2026. Substantial completion is by May 28th, 2027. All bidders shall submit a proposed project schedule along with their bid.

No proposal will be accepted unless accompanied by Bid security made payable to Owner in an amount of 5% of Bidder’s maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. If after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages.

No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.

The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by local wage rates.

Owner reserves the right to waive any informalities or to reject any or all bids.
