City of Melfort Landfill - Waste Disposal Ground Closure

The City of Melfort (“the Owner”) requests a tender to complete the construction of for Melfort Waste Disposal Ground Closure. The construction of the waste disposal ground closure will generally consist of earthworks, geomembrane liner installation, landfarm reclamation, and construction of associated site works including, anchor trenches, berms, ditches, and landfill gas vents. The work is located approximately 1.8 km west of the City of Melfort, Saskatchewan at SW-11-45-19.

The Work to be undertaken generally involves, but is not necessarily limited to, the following:

• Mobilization and demobilization of equipment to/from site, including construction and remediation of haul roads / laydown / operational areas, prime contractor duties, site safety and environmental protections, obtaining permits, preparation and reclamation of borrow area, erosion controls, surveying and layout, line locates, protection of all existing infrastructure and facilities, all temporary works and facilities necessary to complete the project, and clean up and close out of this project.
• Decommissioning of four groundwater monitoring wells located within the capping footprint including summary well decommissioning report for record keeping.
• Waste regarding and compaction of the waste within the capping area footprint to suitable lines and grades to meet design slope requirements.
• Reclamation of the landfarm including removal and relocation of impacted soils into the capping area footprint.
• Supply, import to site, and stockpile suitable fill for landfarm backfill, gas distribution layer, and protection layer.
• Excavate from on-site borrow suitable soils or from imported stockpiles to construct landfarm backfill, gas distribution layer, and protection layer.
• Supply and install gas collection trench and gooseneck riser pipes including trenching, clean drainage aggregate, non-woven geotextile, and HDPE pipes (perforated and solid).
• Excavation and backfill of the geosynthetic anchor trench as shown on the construction drawings.
• Supply and Installation of the geomembrane liner.
• Supply, import to site, and stockpile suitable topsoil material for use within the capping area footprint.
