Description: The City of McAllen is soliciting Statement of Qualifications from qualified firms ("Respondents") to provide professional Market Feasibility and Needs Assessment services and provide an Economic Impact Forecast for a new indoor/outdoor music and entertainment venue located in the McAllen Convention Center District, which includes the McAllen Convention Center, the McAllen Performing Arts Center, and Oval Park.

Deadline : Electronic Statement of Qualifications (SOQ) addressed to Mr. Isaac J. Tawil, City Manager, will be received until Friday, October, 24 17, 2025, at 4:00 p.m. Central Daylight Time (CDT). Statements of Qualifications are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time. Original, hard copy and/or late submittals shall not be accepted.

Pre-Submittal Conference : A pre-submittal conference will be held on Thursday, October 9, 2025, at 2:00 pm (CDT) at City of McAllen, City Hall, 2 ^nd Floor, Conference Room 2A, 1300 Houston Ave, McAllen, Texas 78501. Potential Respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the applicable project number.

The City of McAllen reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period of one-hundred twenty ( 120 ) days without taking action.
