REQUEST FOR QUALIFICATIONS (RFQ) FOR PROFESSIONAL ENGINEERING SERVICES
TO CONDUCT AN ARC FLASH ASSESSMENT AT PUBLIC UTILITIES FACILITIES
CITY OF LENOIR, NORTH CAROLINA
1.0 INTRODUCTION
The City of Lenoir is requesting Statements of Qualifications of individuals to provide Professional
Engineering Services to conduct an arc flash assessment that meets the requirements of the
current standards in accordance with 29CFR1910.132.(d)(1), NFPA 70E.
The procedures for analysis will require developing electrical system impedances using source
impedances obtained from Duke Energy or Blue Ridge Energy and a review of the most recent
field data. An up-to-date single line diagram of the facilities will need to be created to perform arc
flash calculations to determine incident energy levels. From incident energy levels, risk categories
and personal protective equipment (PPE) requirements can be determined.
The analysis needs to be completed at:

2.0 FORMAT AND CONTENT OF QUALIFICATIONS STATEMENT
Each Statement of Qualifications shall follow the topic outline shown in Sections 2.1 to 2.4. The
overall submittal is limited to fifteen (15) 8.5 x 11 written pages, including the cover letter, with a
font size no smaller than 11 pt. Failure to comply with these requirements will result in
disqualification of the submittal.
2.1 STATEMENT OF SERVICES
The selected Professional Engineering firm is responsible for providing services that meets the
requirements of the current standards in accordance with 29CFR1910.132.(d)(1), NFPA 70E
associated with the project including, but not necessarily limited to:
1. Collect field data for service transformers’ nameplate data, generator nameplate data,
short circuit and equipment duty ratings, types and sizes of all protective devices, and
conductor sizes and lengths for all feeders and necessary branch circuits.
2. Enter field data and create a one-line model in an appropriate power analysis system
database.
3. Perform a preliminary short circuit and equipment verification study to verify the facility’s
equipment is rated to safely handle short circuit currents without creating hazardous
conditions.
4. Calculate impedances using circuit sizes and configurations, transformer nameplate data,
generator nameplate data, and source impedance data obtained from Duke Energy’s or
Blue Ridge Energy’s electric system.
5. Determine system operating modes and conditions that can impact short circuit currents
and arc flash hazard energy levels.
6. Perform and arc flash analysis to determine arc flash energy levels, arc flash protection
boundaries, and PPE requirements.
7. Review protective device coordination to determine if arc flash hazard energy levels can
be reduced.
8. Prepare and provide a detailed report on findings of the analysis.
9. Provide two (2) hard copies and one (1) electronic copy in .pdf form of the analysis report.
10. Create and install arc flash informational labels for appropriate equipment identified and
studied for incident energy and PPE requirements to satisfy FNPA 70E.
2.2 COMPANY INFORMATION
The respondent will provide information concerning: the name of the firm(s) involved; any prime,
joint venture, or sub-contractor relationships; key services offered; areas of work responsibilities
by company, office location(s) where the work will be performed; company size (number of offices
and employees per each office); and brief company history.
2.3 PROPOSED STAFF AND QUALIFICATIONS
The respondent shall be a professional engineer registered in the State of North Carolina, have
at least three (3) years’ experience in the field, have the ability to provide written reports of the
field investigation, and have the financial ability to undertake the work and assume the liability.
The response shall include an organizational chart indicating the proposed team organization,
key staffing, assigned project roles, and company affiliation. A written narrative shall accompany
this chart briefly describing each team member’s role, professional certifications, years of
experience, background (educational & professional), and qualifications for the work.

2.4 RELEVANT PROJECT EXPERIENCE
The respondent shall provide a list of relevant experience in the planning, design, permitting,
bidding, construction administration, and construction observation of wastewater infrastructure
projects of a similar nature. A reference shall accompany each project listing client contact
information (name, title, and phone number) along with a project description.
3.0 EVALUATION CRITERIA
The City will consider, but not be limited to, the following evaluation criteria in reviewing the
Statements of Qualifications:
• Qualifications of key staff members
• Firm’s relevant arc flash assessment experience meeting the requirements of the current
standards in accordance with 29CFR1910.132.(d)(1), NFPA 70E.
• Working knowledge of municipal water and wastewater infrastructure
• Successful past performance on municipal infrastructure projects
• Other relevant considerations
The City reserves the right to waive any and all informalities in the selection process and also
reserves to the right not to award the project. It is the City’s intent to award one contract for these
services. The City reserves the right to accept a firm that is most advantageous to the City.
Selection will be made based on evaluation factors of past performance and experience with
municipal public utilities systems, experience with similar projects, and professional personnel.
4.0 ANTICIPATED CITY SCHEDULE
The following is an anticipated schedule and is subject to change without notice.

5.0 SUBMISSION REQUIREMENTS
Each respondent shall submit electronic Statements of Qualifications through the
North Carolina electronic Vendor Portal, https://evp.nc.gov, by 2:00 pm on Thursday,
April 9, 2026. Submittals received after that date and time will not be considered.
