Project Description: The City of Lancaster, PA will receive bids online for the Duke Street Water and Sewer Mains Replacement Project until April 11, 2025, at 11:00AM at which time they shall be opened electronically and publicly posted on PennBid’s website.
Th Project generally consists of replacing approximately 525 linear feet of 8-inch cast iron water main with new DICL (ductile iron concrete lined) pipe by open cut. This project also involves replacing the existing 24" brick combined sewer in the 100 block of North Duke Street between East Orange and East Marion Streets and approximately 240 feet of 15” diameter PVC gravity sewer pipe as well as installing 2 manholes per the Contract Documents. All existing sanitary and storm sewer connections shall be reconnected, and trench restoration provided in accordance with City standards.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law.
The City will determine who is the lowest responsible bidder(s) upon the basis of the bids submitted. The lowest responsible bidder(s) need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services, the bidder’s ability to handle the volume of work proposed, the ability of the bidder to work with other contractors in the context of a multi-prime contract. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
