The City is soliciting Best Value bids from qualified contractors for the SETTLERS PARK PHASE 1 PROJECT located north of Bass Pro Court and west of SH 26 on 15.9 acres of public land including a 6.2 acre lake. The project is receiving funding assistance through the Land and Water Conservation Fund, U.S. Department of the Interior, National Park Service, and administered by the Texas Parks & Wildlife Department.
The bid will be awarded to the bidder who will provide the services at the Best Value to the City as noted in the various evaluation criteria in accordance with the provisions of the current Texas Local Government Code Title 8.
Proposals will be accepted through the City of Grapevine’s e-Bid procurement system
until 2:00 pm, June 22, 2023.

The major work for this project consists of the following: Elevated Timber Boardwalks, Restroom, Site Utilities, Concrete Flatwork and Vendor supplied items and various site improvements to Settlers Park.
A cashier’s check, certified check, or acceptable Bidder’s Bond for 5% of the bid amount must accompany each bid, as well as a completed Conflict of Interest Questionnaire as required by state law. The successful bidder will be required to provide performance and payment bonds, and insurance as detailed in the Contract Documents.
PRE-BID CONFERENCE AND SITE VISIT
A site visit to observe the entire scope of the project is recommended. It is each individual contractor's prerogative to visit the site. There is

Public bid openings are suspended at this time due to the Service Center closure at 501 Shady Brook Drive. EVALUATION CRITERIA
A. The following criteria shall be used to evaluate each of the Proposals to determine the “Best Value” for the Owner. The Owner is not restricted to considering price alone, and will consider other factors as selection criteria including Qualifications, Experience, Cost, Reputation and Owner Needs.
