Scope Detail:

Request for services from the City of Gardner Municipal Utilities to provide a SCADA and RTU replacement for three (3) substations to bring indication and control, and alarm notification to their central office and substation desks for operators. Contractor/vendor shall be a certified vendor with proof of successful completion of previous projects that adhere to industry standards.

Contractor/vendor shall be a certified vendor with proof of successful completion of previous projects that adhere to industry standards. To ensure technical competency and system reliability, Bidders must provide Certificates of Completion for the following SEL University courses for all lead integration personnel:

• APP RTAC: SEL Real-Time Automation Controller (or eAPP 3530)

• APP RTAC ADV-1: Advanced IEC 61131 Logic

• eCOM 203: Introduction to Cybersecurity in OT Networks

• APP 3620: SEL-3620 Ethernet Security Gateway

Additionally, the contractor must demonstrate a minimum of three (3) years of experience in VTScada development and integration specifically within a power utility environment.

Bidders must provide three (3) references from municipal utilities where they have successfully integrated VTScada with SEL RTACs within the last five years. Failure to provide validated proof of both SEL and VTScada proficiency will result in disqualification
