Description of Work:

The work includes, but is not necessarily limited to, furnishing all labor, equipment and necessary appurtenances for the construction, installation and complete operability of the components as mentioned in the attached specifications.

Pre-Bid Conference: A mandatory Pre-Bid Conference will be held at the City of Fort Morgan Water Treatment Facility, 14625 Co Rd 8, Wiggins, CO 80654 on May 28, 2026 at 1:00 PM.  Prospective bidders are highly encouraged to attend the Pre-Bid Conference.  The Engineer may issue addenda as the Engineer considers necessary in response to the questions raised in the Pre-Bid Conference.

Award: The Owner reserves the right to reject bids, to waive any informality in a bid, to readvertise for bids, or to withhold the award for any reason the Owner determines.

INVITATION TO BID
Receipt of Bids
The City of Fort Morgan will receive sealed bids (via in person or courier) or electronic bids (via
BidNet email) at Fort Morgan City Hall for the City of Fort Morgan Wastewater Treatment Facility
Expansion Project until 3:00 PM on June 25th at which time all bids that have been duly received
will be opened publicly.
Description of Work
The work includes, but is not necessarily limited to, furnishing all labor, equipment and necessary
appurtenances for the construction, installation and complete operability of the following
components as a minimum:
A. Primary Treatment
1. New influent pump station and grit separation facility.
2. New influent splitter box and flow measurement.
B. Biological Treatment Basins
1. Modification of biological nutrient removal process from extended aeration
with post-anoxic denitrification to five-stage Bardenpho:
a. Partition of two existing 1-MG treatment trains into four 0.5-MG
treatment trains.
b. Addition of one new 0.5-MG treatment train.
c. New fine bubble diffusers in the additional treatment train.
d. New treatment zone baffle walls.
e. Anaerobic, anoxic, anaerobic/anoxic swing, and anoxic/aerobic swing
zones.
f. Submersible mechanical mixers.
g. Internal recycle pumping system for nitrate return.
h. New mixed liquor collection channel.
i. Addition of mixed liquor flow splitting capability to allow operation with
any combination of secondary clarifiers and treatment trains.
j. All instrumentation as outlined for new processes.
C. Aeration Blowers
1. New air piping and control valves.
2. Modifications to ambient air intake and filtration system.
3. Additional blowers and replacement of current blowers.

D. Secondary Clarification
1. New clariflocculator-style secondary clarifier.
E. Return Activated Sludge (RAS) and Waste Activated Sludge (WAS) Pump System
1. Three new RAS pumps (duty/redundant configuration).
2. Two new WAS pumps (duty/redundant configuration).
3. New combined RAS/WAS suction header and control valves.
4. New RAS discharge header and control valves.
5. New WAS discharge header and control valves.
6. New RAS and WAS flow measurement instrumentation.
F. Scum Pumping System
1. New scum pumps (duty/redundant configuration).
2. New scum piping suction and discharge headers and control valves.
G. Solids Handling Process
1. New WAS thickener (rotary drum or screw type).
2. New aerobic digester.
3. Improvements to existing digesters.
4. New screw press, polymer activation/metering system, and sludge pump.
H. SCADA System
1. Integration of new process instruments and control systems into plant SCADA.
I. Upper Platte and Beaver Canal Lining
1. Installation of liner along the length of the Fort Morgan Property.
2. Installation between November 1st and November 15th the new liner needs to be
installed in the Colorado Wildlife Protection area (eastern 50% of the site)
J. Site Civil, yard piping, yard valves, electrical, controls, instrumentation, mechanical,
structural, erosion control, storm drainage, etc. are incidental to the items listed
above.
K. Furnish materials, equipment, supplies, and appurtenances; provide construction
equipment and tools; and perform necessary labor and supervision.
L. Do not allow products containing asbestos to be built into or installed in the new
construction.
M. Coordinate the progress of the Work, including coordination between trades,
subcontractors, suppliers, public utilities, and the Owner to ensure the progress of
work.
