City of Cornelia Raw Water Reservoir No. 1 Improvements

INVITATION TO BID
COMPETITIVE COST SEALED BIDS
Sealed bids for construction of the City of Cornelia Raw Water Reservoir No. 1 Improvements will be
received until the closing time of June 23, 2026, at 2:00 PM local time. Bids must be submitted by the Bidder
electronically through QuestCDN.com. No paper submissions will be accepted. Any bid received after the
bid closing time and date will not be considered by the Owner. No bid may be withdrawn after the closing
time for the receipt of bids for a period of sixty (60) days except as specifically provided in the Instructions to
Bidders and/or by State law. Base Cost of all Bids will be posted by the Owner/Engineer to the QuestCDN
website within approximately 30 minutes after the bid closing time.
PREBID CONFERENCE
A non-mandatory Pre-bid conference will be held on June 4, 2026, at 2:00 PM local time onsite. The
approximate address is 1282 Camp Creek Road, Cornelia, GA 30531. The coordinates to the access road are
34.5349, -83.5104. It will be a gravel road on the right, approximately 1,000 feet past Lakeview Heights Circle
as you are driving north on Camp Creek Road. The purpose is to allow bidders access to the jobsite and discuss
any other questions the bidder may have. Bringing a small boat to access the outlet control structure is
recommended. Engineer will transmit to all prospective Bidders of Record such addenda as Engineer considers
necessary in response to questions arising at the conference. Oral statements may not be relied upon and will
not be binding or legally effective.
SCOPE OF WORK
The Work shall consist of furnishing all labor, materials, and equipment necessary to perform the work as
specified, generally described as follows: installation of new toe drains, modifications to outlet control
structure, catwalk to outlet control structure, concrete retaining wall construction, demolition of raw water
tower, and miscellaneous site piping. Time allotted for completion of work is 90 consecutive calendar days.
All Work shall be completed in accordance with the plans and specifications. The Work will be awarded in
one (1) Contract.

documents for a fee of $300.00 payable through the website. Bids must be submitted electronically at

FUNDING SOURCES
Funding is to be provided by State Funds administered by the Georgia Environmental Finance Authority.
This project will not be subject to Federal Requirements such as labor standards or AIS/BABA provisions.
