The City requires a coordinating professional and sub-consultants to deliver the design and implementation of the current fuel facilities lifecycle program. The City will select a single integrated project team to deliver the project.
The City is looking for Consultants with demonstrated experience in the specialized field of design, and construction of fuel stations. The project complexities involve a variety of products, locations, and operational challenges. Due to these complexities, interested proponents should carefully evaluate their position and ability to meet the requirements of the RFP.
The Fleet Fuel Lifecycle project anticipates the following Phases:

· Phase 1 Pre-Design ((completed in 2022 for 4 sites, Predesign report for the 4 sites available in in Appendix F.)

· Phase 2 Schematic Design,

· Phase3 Design Development,

· Phase 4 Contract Documentation,

· Phase 5 Procurement Services Assistance,

· Phase 6 Construction Administration Services, and

· Phase 7 Post Construction Services.
The City has identified (22 sites) fuel stations for life-cycle upgrades as part of this RFP. The scope of this RFP is to have all phases completed for all sites unless otherwise decided by the City for any operational or budget reasons.

Unless otherwise stated in the Agreement Letter, the award under this RFP will be for all Phases of the Requirements, subject to approval by The City after each Phase.

This procurement process is not intended to create, and will not create a formal, legally binding bidding process. It will instead be governed by the law applicable to the direct commercial negotiations.
