Separate sealed BIDS for the construction of City of Barre Wastewater Treatment Facility Digester
Boiler Replacement will be received by City of Barre, Vermont (OWNER), at the following address: 6 North
Main Street, Suite 1, Barre, VT 05641, until 1:00 pm (prevailing local time), February 18, 2020, and then at said
office publicly opened and read aloud.
The Work included in this contract is for the replacement of outdated equipment within the existing municipal
wastewater treatment facility digester building in the City of Barre, Vermont. Equipment replacements include a
new dual fuel (digester gas and No. 2 fuel oil) boiler, controls upgrades which tie into the plant's central controls,
and new spark resistant (Level B) roof top exhaust fan for the boiler room.
All Bids must be made on the blank form of the BID proposal attached hereto. No lines on the BID may
be left blank. Failure to fully complete the BID will render the Bidder non-responsive, and the Bid will not
be read. The OWNER may waive any informalities or minor defects or reject any or all bids. In the event there is
any discrepancy in the PROPOSAL between any price in words, figures, or the extended totals, the price in words
shall govern and the extended totals in each case shall be corrected accordingly. A conditional or qualified bid
will not be accepted.
A Bid Bond or Certified Check in the amount of 5% of the total Bid submitted must accompany the Bid.
Failure to submit such with the Bid will render the Bidder non-responsive, and the Bid will not be read.
A Bidder may withdraw any proposal submitted prior to the hour set for the closing of the Bids provided
the request is signed in a manner identical with the proposal being withdrawn. No Bidder may withdraw a Bid
within 45 days after the actual date of the opening.
All questions by prospective BIDDERS as to the interpretations of the INFORMATION FOR BIDDERS,
Forms of PROPOSAL, Form of CONTRACT, Plans, Specifications or BONDS, must be submitted in writing to the
Consulting Engineer, at least seven (7) days before the date herein set for the opening of BIDS. An interpretation
will be mailed by certified mail with return receipt requested to prospective BIDDERS at the addresses given by
them no later than five (5) days before the date of opening BIDS. Failure of any BIDDER to receive any such
ADDENDUM or interpretation shall not relieve such BIDDER from any obligation under its BID as submitted. All
ADDENDA so issued shall become part of the CONTRACT DOCUMENTS.
Disadvantaged Business Enterprises (DBE) requirements of 40 CFR Part 33 and the six-step good
faith effort apply to this contract. Bidders should refer to the Information for Bidders and the
Supplemental General Conditions for these specific requirements.
“AIS (American Iron and Steel)” provisions of P.L. 113-76, Consolidated Appropriations Act of
2014, and all subsequent revisions and/or amendments including but not limited to the Water Resources
Reform and Development Act (Clean Water Act §608), P.L. 113-25, Consolidated and Further Continuing
Appropriations Act 2015, and P.L. 114-113, Consolidated Appropriations Act 2016 APPLY to this Contract.
Bidders should refer to the Information for Bidders and the Supplemental General Conditions for these
specific requirements.
CONTRACTOR will be required to provide full time Superintendence at all times WORK is being
performed on-site (General Condition G-C 1). If the low BIDDER intends to award WORK to
SUBCONTRACTOR(S) in excess of fifty (50) percent of the CONTRACT PRICE, the OWNER’S written approval
is required prior to CONTRACT AWARD (G-C 12). The low BIDDER shall, within five (5) calendar days after the
BID date, make written request to OWNER and shall supply the names and addresses of major material
SUPPLIER(S) and SUB-CONTRACTOR(S) to the OWNER in support of the request.
It is understood that the State of Vermont must concur with this Contract award.
10. The OWNER will be responsible for payment in accordance with the terms of the Contract.
11. The prospective Bidders are responsible for inspecting the site and for reading and being thoroughly
familiar with the Contract Documents. The failure or omission of a Bidder to do any of the foregoing shall, in no
way, relieve any Bidder from any obligation in respect to his Bid.

site as required to obtain any/all addenda that may be issued. The Issuing Office is not responsible for notifying
