Description:

Sealed bids for the CITY OF ATHENS UPTOWN AREA UTILITY RELOCATION, City Project #383, will be received by the City of Athens, Ohio, at the City Building, 8 East Washington Street, until 1:00 PM on June 27, 2025. At that time and place, they will be publicly opened and read aloud. All bids will be considered valid until sixty (60) days after the opening date, although not accepted or rejected.

The Project includes relocation of existing overhead utilities along Carpenter Street, W State Street, and Mill Street into underground facilities from N Congress Street to E State Street and signal improvements within the Uptown Area. The project also consists of street beautification along Carpenter Street with updated landscaping, lighting, and benches throughout the corridor.

The Engineer’s Estimate for the Base Bid is $2,336,352.82.

Each bid shall contain the full name and address of each person or company interested in the same. It shall be accompanied by a proposal bond in the amount of one hundred percent (100%) of the bid, or by a certified check, cashier's check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of Athens, Ohio, conditioned that if the bid is accepted, a contract will be entered into within thirty (30) days after notice of acceptance. A performance bond of one hundred percent (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to law, will be required for the faithful performance of the Contract.

The “Prime” Contractor must perform no less than thirty percent (30%) of the total original contract price.  The Work shall commence upon written Notice of Award by the City of Athens.

Prevailing Wage Rates. Each laborer, worker, or mechanic employed by the contractor performing work on the project shall be paid not less than the applicable prevailing wage rates pursuant to Ohio Revised Code Chapter 4115 and shall provide all related documentation required by the Contract Documents or requested by the Owner. The contractor shall adjust and shall require its subcontractors and sub-subcontractors, regardless of tier, to adjust the wage rates to conform to the current rates if the applicable wage rates change prior to completion of the work, without increase in the contract amount or price. Appalachian Community Grant Program. The project will be funded through federal funds made available by the Appalachian Community Grant Program (“ACGP”) through the American Rescue Plan Act (“ARPA”) and will be subject to compliance with the requirements for ACGP and ARPA funded projects. The contractor shall comply with all applicable ACGP and ARPA requirements and assist Owner with such compliance.

ACGP MINORITY HIRING GOAL COMPLIANCE. Contractor shall make a good faith effort to employ minority persons in the same percentage as the average percentage of minority persons who reside in the county in which the project is located and any contiguous Ohio counties. Contractor shall submit with it an ACGP Minority Hiring Goal Compliance Plan.

The Contractor must comply with US Iron and Steel requirements per 23 CFR 635.410 and ORC 153.011 and 5525.21.

The City of Athens reserves the right to waive informalities as may be in its best interest.
