The purpose of this addendum is:

to respond to bidder questions.

The City has received the following questions:

1.\tIs there any flexibility with respect to the dates for Contract Award (5/6/2024) and Condition Assessment Report Due (6/7/2024)? This is a very short time frame for completing a thorough Condition Assessment Report.

2.\tDoes the City have an anticipated timeframe for the completion of Construction Documents?

3.\tIt is our understanding that a waiver from the WBE/MBE requirements must be submitted prior to bid submission. Since the bidder has no control over the timeframe for receiving approval of this waiver, is submission of the waiver (exclusive of approval) acceptable?

City Response:

1. Yes there is flexibility on the deadline for the completion of the Condition Assessment Report. The “Projected Schedule” section of the RFP was meant to lay out the immediate next steps rather than impose hard deadlines on the condition report. Six weeks was our initial target for the first draft of the report, but that is a goal rather than a hard deadline.

2. Understanding that the time frame for Construction Document completion will be dependent on many factors, not only internal to the development of the project design such as decisions on phasing, but also external due to decisions on potential increases to the budget following receipt of updated project cost estimates, we do not have a hard deadline for their completion.

3. Yes. While the form does say approval for the MBE/WBE waiver must be attained before bid submission, it is understood that the bidder has no control over the pace at which that waiver form is reviewed and approved. Submission of the waiver form prior to bid submission is the key part of the requirement.
