NOTICE IS HEREBY GIVEN that the City of Modesto, County of Stanislaus, State of California (“City”), will receive proposals (each, a "Proposal") electronically through its OpenGov Procurement portal from qualified Proposers (each, a “Proposer”) for the furnishing of City Council Team Building/Goal Setting Retreat Facilitation services (the “Services”) for the City of Modesto, City Manager's Office Department, City Manager Division. Proposals are due before 11:00 am on Friday, September 25, 2026 . Proposals received in any other format will not be accepted.
Background
Located in the San Joaquin Valley, Modesto is the County Seat of Stanislaus County. It is Modesto City Districts also the retail, service, and financial center of Stanislaus County and the Northern San Joaquin Valley. The City currently occupies a land area of 37.8 square miles and serves a population of 218,989 residents. The City has a diverse economy and population with a strong sense of community pride. Modesto is a full-service city that provides police and fire; public works; water and sewer services; community and economic development; parks and recreation; and cultural and convention visitor services.
The City’s financial reporting entity includes all funds and activities of the City as the primary government and its component units, which are legally separate entities that operate under the guidance of the City and provides services to the residents of Modesto. The annual operating budget serves as the foundation for the City’s financial planning and control. The proposed budget is adopted annually prior to July 1 by Council ordinance.
Modesto was Incorporated as a municipal city in 1884, the City adopted its City Charter on March 12, 1951, with a Council-Manager form of government. As a Council-City Manager form of government, the City Council appoints the City Manager and the City Attorney. City Manager Joe Lopez was appointed in July 2018. The City has contracted its legal services and Redwood Public Law has served in the capacity of City Attorney since March 2024.
The Modesto City Council is made up of 7 elected officials. The Mayor is elected at-large by the entire City, while the 6 Council members are elected by district by the residents within the respective district. Members of the City Council hold office for 4-year terms and are limited to 2 terms. Their terms of office expire in alternate odd numbered years, with a maximum of 4 Council seats up for election at any one time.
