Per North Carolina General Statute 143-129.8, the City reserves the right to award a contract not solely
based on lowest price but based on the best overall proposal complying with the requirements given
herein, and the City further reserves the right to negotiate a contract meeting the needs of the City, if the
scope or services are not altered from this original solicitation including any addenda.
