OVERVIEW:

The City of Norcross is seeking sealed competitive bids from qualified contractors for cured-in-place-pipe relining for several locations. The project intends to address 3,454 linear feet of storm pipes that need repair in the City of Norcross and will extend the life of the storm pipes and culvert. All work must be completed in 90 days from when Notice to Proceed is issued and in accordance with industry specifications and standards.

INSTRUCTIONS:

The BID package should be clearly marked “ITB PW 25-06 – CIPP RELINING” on its face and submitted by 12:00p.m. on February 28, 2025, to the address below. Please submit two printed copies and one electronic copy (USB) of your package to:

An optional, but highly recommended pre-bid meeting with a site visit will take place on February 14, 2025, at 11:00 a.m. at the Public Works department located at 345 Lively Avenue Norcross GA 30071.

BIDS will be opened and publicly read at 12:05 p.m. on February 28, 2025, at the address noted above.

No BID will be received or accepted after the above specified date and time. Submissions received after the designated date and time will be deemed invalid and returned unopened to the firm.

No BID may be withdrawn within thirty (30) days after the BID opening. Requests for withdrawals must be submitted in writing. All BIDS shall remain firm for 90 days after bid opening.

BID CHECKLIST
The 10 Most Critical Things to Keep in Mind When Responding to a BID for the City of Norcross

Read the entire document. Note critical items such as: mandatory requirements;
supplies/services required; submittal dates; number of copies required for submittal; funding
amount and source; contract requirements (i.e., contract performance security, insurance

Take advantage of the “question and answer” period. Submit your questions to the Capital
Projects Manager by the due date listed in the Schedule of Events and view the answers given
in the formal “addenda” issued for the ITB. All addenda issued for this ITB will be posted on
the City’s website and will include all questions asked and answered concerning the ITB.
5.
Follow the format required in the ITB when preparing your response. Provide point‐ by‐point
responses to all sections in a clear and concise manner.
6.
Provide complete answers/descriptions. Read and answer all questions and requirements.
Do not assume the City or Evaluation Committee will know what your capabilities are or what
items/services you can provide, even if you have previously contracted with the City.
Evaluations are based solely on the information and materials provided in your response.
7.
Use the forms provided, i.e., sample budget form, certification forms, etc.
8.
Check the City website for ITB addenda. Before submitting your response, check the City
website at https://www.norcrossga.net/bids.aspx to see whether any addenda were issued for the
ITB.
9.
Review and read the ITB document again to make sure that you have addressed all
requirements.
10.
Submit your response on time. Note all the dates and times listed and be sure to submit all
required items on time. Late and incomplete responses are never accepted.

1.0 INTRODUCTION
The City of Norcross is seeking sealed competitive bids from qualified contractors for cured-in-
place-pipe relining for several locations. The project intends to address 3,454 linear feet of storm
pipes that need repair in the City of Norcross and will extend the life of the storm pipes and
culvert.
1.1 PROJECT SCOPE
The pipes are intended to be rehabilitated in place by the cured-in-place pipe
(CIPP) method following the accompanying specifications. The project scope
includes relining, pipe cleaning, CCTV, and mobilization. See Appendix B for
technical specifications and Appendix D for pipe dimensions.
Locations
The project addresses pipes at the following locations in the City of Norcross:
Atlantic Boulevard, Glouchester Place, Lancelot Drive, Lake Drive, Terrace
Garden Way, Hollow Ridge Lane, Ballard Way, Hollow Trace Way, Crest Hollow
Court, Landings Court, Longview Drive, Marshes Glenn Drive,
Summertown Drive, Goodwick Way, Huddersfield Way, Betty Mauldin Park,
Executive Way, Lancelot Drive, Lawrenceville Stret, Rails Way, and three
lines located along Anamanda Close.
1.2 GENERAL INFORMATION
1. It is extremely important that project schedules ARE met. Only those firms
with the necessary resources and a commitment to complete all work on
schedule should submit a bid.
2. The City of Norcross will expect to liaise with a single project manager
representing the prime contractor (and the sub‐contractors).
3. The City will select the most responsive, lowest bidder whose bid best
represents the best interest of the City.
4. The City of Norcross reserves the right to cancel this solicitation at any time
when it is determined to be in the best interest of the City.
5. The City of Norcross also reserves the right to increase, reduce, add or delete
any item in this solicitation as deemed necessary.
6. The City of Norcross reserves the right to approve sub‐contractors.
7. Any selection made because of this notice will be based strictly on
qualifications and adherence to the submission guidelines, without regard to
race, color, religion, sex, or national origin.
8. It is the responsibility of all firms interested in submitting a bid for this

advertisement to routinely check the posting on the website for any revisions
to this solicitation and addenda issued.
9. It is the responsibility of all firms to read this advertisement in detail and
provide all requested information including forms and appendices.
10. Incomplete submittals will be considered non-responsive, thus disqualified.
Late submittals will not be accepted.
