REQUEST FOR QUALIFICATIONS
The City of Santa Fe is requesting submittal of qualifications by Prime Contractors licensed under NMRLD
General Construction Classification GB-98 for consideration to bid on the construction of CIP PROJECT #333, NEW
FIRE STATION #2, RFQ # ‘20/05/RFQ.
Responses to this Request for Qualification (RFQ) from Contractors will be received by the City of Santa Fe in a
sealed envelope to the City of Santa Fe Purchasing Office at 200 Lincoln Avenue, Santa Fe, NM 87504-0909,
(505)955-6432, until 2:00 P.M. local prevailing time, Tuesday, November 5, 2019. Any qualifications received
after the deadline will not be considered. Failure of a bidder to become prequalified under this RFQ will render
non-responsive any construction bid submitted by them for this project and the bid will be rejected and remain
The City will select contractors qualified to bid on the project described below. Criteria for qualification will be
based on the items requested below. Failure to submit any one of the items below may result in disqualification.
The criteria listed below will be assessed against a maximum possible point value as noted. Contractors who meet
90% of the total possible 100 points will be determined as qualified to bid on construction. At the City’s
discretion, the Invitation to Bid (ITB) will directly follow the City’s prequalification of contractors. The City
reserves the right extend the release of the ITB up to six (6) months after selection of pre-qualified bidders and to
cancel the procurement without cause at any time prior to Award of Contract. Local and State preferences will be
applicable to this bid.
SCOPE OF WORK
The project scope of work includes, but is not limited to, the comprehensive construction of an approximately
14,000 gross interior square foot fire station (with approximately 2,100 square feet of exterior portales) located at
5750 Alameda Frontage Road in Santa Fe, New Mexico (near the intersection of Hwy. 599 & S. Meadows Road)
and consisting of a three bay drive-through apparatus room and auxiliary functions, multi-function tower for
training and a public safety radio system, living quarters, bunker and locker rooms, laundries, bathrooms, kitchen,
dining room, dayroom, fitness room, study and exterior portals. The project includes construction of utilities
infrastructure INCLUDING construction and/or coordination of construction of source extensions to the virgin
project site (water, sewer, power, natural gas, telecom), earthwork, access road extension and driveways, parking
lots, vehicle pads and hardscaping, curb and gutter, sidewalks and walkways, exterior lighting, perimeter fencing
and yard walls, automated gates, all utilities, irrigation system, landscaping, furnishings and building infrastructure
required for ITT systems, Public Safety Radio system and Pager system infrastructure, but excluding installation of
Tel/Data equipment, wiring and outlets, Public Safety radio system, ITT Point-to-Point equipment and Radio Pager
The principal building materials and systems are anticipated as follows:
• Asphalt roads and driveways with concrete curb & gutter
• Reinforced concrete and concrete open grid paver exterior flatwork,
• ICF/cast reinforced concrete and CMU exterior and partial interior walls, high performance envelope
• Exposed integrally colored and gray concrete slab floors (with carpet and sheet goods flooring in select
• Glulam and composite wooden structural frame
• Wooden interior frame with drywall and low/no VOC paint or tile finish
• Three coat cementitious stucco with synthetic color coat exterior finish
• Sloped standing seam metal and mechanically fastened poly membrane roof systems
• Aluminum and metal clad wood windows and exterior doors
• Hollow metal and solid core wood interior doors
• Metal lockers, stainless steel and synthetic stone countertops with melamine type casework
• HVAC package unit forced air system with enhanced indoor air quality
• Gas hot water boilers, low flow plumbing fixtures, fire suppression sprinkler system
• Infrastructure for grid-tie PV
• High efficiency LED lighting and tube skylights
• Comprehensive furnishings and equipment package
• Drought tolerant landscaping with passive storm water aided irrigation and possible greywater reuse
• Code required landscaping with temporary domestic water automated irrigation system

Below is a list of the criteria that must be included within the qualifications submittal (8 ½” x 11” report format—
bound or stapled, and indexed). The maximum point value of each item (if applicable) is also listed.
Criteria: The following will be reviewed toward qualification. To qualify to bid, a Contractor must meet overall
point value of 90 points.
1. Minimum of five successfully completed public or commercial projects that meet the following:
a. similar project components of large-scale mass grading/site work, roads, parking, utilities, building
and landscaping components
b. within the past five years,
c. each project being a minimum $5 million contract amount,
d. one of the five projects having a minimum $10 million contract amount,
e. three of which (including item d) the proposing contractor was the prime contractor managing
For each project, provide the project name, address, detailed description of work, original contract amount,
final paid contract amount, original contract completion date, actual completion date, and owner references,
including name of owner’s project manager and their current phone number. (30 points)
2. Provide resumes for Contractor’s Project Manager and Project Superintendent. Resumes shall demonstrate
experience on multiple projects of similar scale and complexity of the proposed project (15 points)
3. Provide a safety record for the past five years: The safety record provided must specify for each year the total
number of employees, the number of deaths, number of injuries, total number of cases with days away from
work, or alternatively, provide copies of OSHA’s form 300A for each of the last 5 years. (15 points)
4. Provide examples of the Contractor’s management documentation regularly used on projects of similar scale
and complexity. If digital process is used, describe the process and how it is managed. (10 points)
a. Project CPM or Gantt charts for project schedule tracking.
b. Weekly progress meeting notes.
c. RFI and Submittals tracking process and logs.
5. In the past ten (10) years has the company been assessed liquidation damages on any State, Local, or Federal
projects (include the project name, amount of days, dollar amount assessed and project owner)? (5 points)
6. In the past ten (10) years has the company filed a formal claim against any State, Local, or Federal agency? If
yes, include project name, claim amount, settlement amount. (5 points)
7. In the past ten (10) years has the company been denied pre-qualification by any State, Local, or Federal

8. Statement of any litigation, past or present; indicate the outcome of litigation. (5 points)

LAWS & REGULATIONS
The Contractor’s attention is directed to the fact that applicable Federal Laws, State Laws, Municipal Ordinances,
and all rules and regulations of all authorities having jurisdiction over said item shall apply to the RFQ and will
apply to the Contractor that is selected. The laws will be deemed to be included in the contract to be negotiated
with the successful proponent, the same as though herein written out in full.
