NOTICE OF LETTING
Description of Work
Construction for the Lovejoy Elementary School Addition. Work includes approximately 21,500
square feet of additional classroom space on the west side of the existing building. Minor renovation of
the existing building will be carried out to accommodate the new work. Renovation of the existing exterior
courtyard and additional parking will be installed. Associated site, Mechanical, Electrical, and Plumbing
work will be performed for the scope of work described above. The work will occur at 801 E Kenyon Ave,
Des Moines, IA 50315.

Bid Opening Time, Date and Location
The Capital Improvement Coordination Specialist of the Des Moines Independent Community
School District will receive Bids on or before 3:00 PM on September 2, 2026 at their office, 1915 Prospect
Road Rm 2500, Des Moines, Iowa 50310; Attn. :Sarah Holland. Bids received after this time will not be
accepted. Bids will be publicly opened and read aloud at 3:05 PM following the closing of the above bid
submission deadline at 1915 Prospect Road Rm 2500, Des Moines, Iowa 50310.
The bids will be presented to and considered by the Board of Directors of the Des Moines
Independent Community School District at 5:30 PM on September 15, 2026. in the District Board Room at
1800 Grand Avenue Des Moines Iowa or at any other published and/or posted location of the Board
meeting. Such proposals received will be acted upon at such time and place or at such later time and
place as may then be fixed.
Owner will issue an authorization letter and tax exemption certificate to the contractor and/or
subcontractors for the purchase or use of building materials, supplies, and equipment to be used on this
project only. DO NOT INCLUDE SALES TAX ON YOUR BID FORM.
No bid may be withdrawn for a period of 45 calendar days after the date of the scheduled closing
time for the receipt of bids.
Type of Bid
Bids shall be based on a stipulated sum contract for multiple contracts.

Bidders may submit a combined bid for multiple Bid Packages; however, bidders must also submit
individual bids for each Bid Package contained within their combined bid.
Examination of the Documents
Commencing August 6, 2026, copies of the plans and specifications for the Project are on file
with and available from: Beeline and Blue, 2507 Ingersoll Avenue, Des Moines, Iowa 50312; Phone:
515.244.1611. Via their online plan room https://www.beelineandblue.com/eplanroom/, or for printed sets
by calling Beeline and Blue from 8:00 AM until 5:00 PM, Monday through Friday (or their posted normal
operating hours) and upon depositing the sum of seventy-five dollars ($75.00) for each set of the Bid
Documents. Deposit checks shall be made out to Des Moines Independent Community School District.
The entire deposit will be refunded to bona fide Bidders upon the return of the Documents, in good
condition to Beeline and Blue, within fourteen (14) days after award of the contract(s).
Plans may also be inspected at the following locations: Construction Update Internet plan room;
F. W. Dodge Corporation scan services; or at the school district’s Construction Management 1915
Prospect Road Rm 2500, Des Moines, Iowa 50310. Bids must be submitted on the approved bid form
available in the plans and specifications. No oral, facsimile, telegraphic or telephonic bids or modifications
will be considered.
Bid Security and other Bonds
Bid security in the amount of five percent of the Bid must accompany each Bid in accordance with
the Instruction to Bidders. The successful bidder shall be required to provide performance and payment
bonds, each in the amount of 100 percent of the Contract Price.
Schedule
Notice of Award will be issued within 45 days of the receipt of the bids.
Construction Period: Approximately 15 months
Pre-Bid Conference
A pre-bid conference will be held on August 18, 2026 at 2:00 PM at Lovejoy Elementary School,
801 E Kenyon Ave, Des Moines, IA 50315. Attendance is recommended but is not mandatory. There will
be an opportunity for a site walk of the existing building areas that are included as part of the project.
Owner’s Right to Reject Bids
The Des Moines Independent Community School District School Board reserves the right to
reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in
the best interest of the School District.
Bidders shall be prepared to submit a performance bond and payment bond conditioned on the
faithful performance of the contract. Out-of-state bidders shall be prepared to submit an Out-of-State
Contractor Bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa.

By virtue of statutory authority, a preference will be given to products and provisions grown and
produced within the State of Iowa, and to Iowa labor to the extent lawfully required under Iowa law.
Iowa law provides that on public improvements a resident bidder shall be allowed preference as
against a nonresident bidder from a state or foreign country which gives or requires a preference to
bidders from that state or foreign country. The preference so allowed shall be equivalent to the
preference given or required by the state or foreign country in which the nonresident bidder is a resident.
It is the intent of the Owner to award a contract or multiple contracts to the lowest responsible, responsive
bidder provided the bid has been submitted in accordance with the bidding requirements. The Owner
reserves the right to waive informalities or irregularities. The Owner reserves the right to reject any or all
bids.
