Christmas Lights Installation at Edwards AFB

THIS IS A NOTICE OF CONTRACT ACTION (NOCA); THIS IS NOT A SOLICITATION FOR PROPOSALS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS NOCA OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS NOCA IS TO NOTIFY INDUSTRY OF THE USAF'S INTENT OF CONTRACT ACTION AND POSSIBLY GAIN KNOWLEDGE OF OTHER POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL BUSINESS, LARGE BUSINESS, ETC.). PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The Air Force Material Command (AFMC), Directorate of Contracting, Edwards Air Force Base, California, intends to award a sole source contract to K-CON, Inc. 6543 FAIN ST LOWR CHARLESTON, SC 29406-4909. This will be in accordance with Federal Acquisition Regulation (FAR) 12-Acquisition of Commercial Items and FAR 8-Required Sources for Supplies and Services. K-CON Inc. is the only known company that is capable of providing the Christmas Lights Installation Services via General Services Administration (GSA) schedule. Market research included contacting AbilityOne and Nicor, who both stated they could not meet the requirement. Next, a RFQ seeking sources was posted in GSA eBuy. Of the 8 vendors under the associated NAICS, 1 responded stated they are capable and provided their GSA schedule #, the other 7 vendors stated that they do not offer the service. Our past acquisition strategies for 100% small business set-aside also resulted in just 1 vendor response through GSA.

The following is a brief description of the acquisition requirements: installation of Christmas tree lighting, mounting, decorating and tear down. The North American Industry Classification System Code (NAICS) is 238910 and the size standard is $19,000,000. Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than (NLT) Tuesday 11:59P.M., Pacific Daylight Time, 4 December 2024.
