THIS IS AN INFORMATIONAL NOTICE ONLY

The United States Department of Agriculture (USDA) Agricultural Research Service (ARS) U.S. Salinity Laboratory (USSL) requires that all labor, supervision, tools, and materials be provided for disconnect and removal of the existing evaporative cooler, chiller, cooling tower and pumps. Install new breakers in existing switchboard and provide two new chillers and all related appurtenant devices, and incidental related work.

The project is located at USDA, ARS, USSL at 450 W Big Springs Road, Riverside, CA 92507. All work shall be performed in accordance with the attached draft documents.

The Contractor shall provide all labor, equipment, materials, supplies, transportation and supervision performing all required work in accordance with the plans and specifications for this requirement. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $1,000,000 and $5,000,000.

USDA will issue a Firm Fixed Price Construction Contract. The Request for Proposal (RFP), 12905B25R0012, may be issued on or around May 20, 2025.

The requirement will be a Total Small Business Set-Aside, under NAICS Code 238220 - Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19M.

Completion timeframe for the resulting contract is to be determined. The RFP will be accessible via https://sam.gov/ in the “Contracting Opportunities” section.

Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
