CHILLER REPLACEMENT
OBJECTIVE
PURPOSE
The purpose of this solicitation is to obtain qualified contractors to provide turnkey chiller installation
services, including equipment, labor, materials, and all related work necessary for complete installation
and operational functionality.
MINIMUM QUALIFICATIONS & GENERAL REQUIREMENTS
Respondents must demonstrate experience with commercial HVAC and chiller installation projects
of similar size and scope and possess all required licenses and insurance coverage. The selected
contractor shall provide all labor, materials, equipment, supervision, permits, and related services
necessary for a complete turnkey chiller installation in accordance with applicable codes,
manufacturer specifications, safety standards, and City requirements.
SCOPE of SERVICE
1. General Scope
Provide all labor, materials, equipment, supervision, engineering coordination, and
incidentals necessary to furnish and install a complete, operational chiller plant system.
Work shall be executed as a fully coordinated turnkey installation, including demolition,
replacement, integration, testing, and commissioning.
All work shall comply with:
* Manufacturer requirements (including Trane installation standards where applicable)
* Applicable mechanical, electrical, and building codes
* Industry best practices
2. Demolition, Removal & Disposal
Remove and properly dispose of existing chiller plant equipment, including:
* Existing chillers (2)
* Condenser water pumps and chilled water pumps
* Associated starters, VFDs, actuators, and controls
* Existing chiller plant control system
* Existing air compressor (if present)
* Chiller isolation and head pressure control devices
Contractor shall:
* Recover refrigerant per EPA regulations
* Disconnect and safely remove mechanical and electrical systems
* Provide rigging, cranes, and lifting operations
* Dispose of all equipment and refrigerants legally and responsibly
3. New Mechanical Equipment Installation
Furnish and install:
* (2) new centrifugal chillers (Trane or approved equal)
* Condenser water pumps (qty per design basis)
* Chilled water pumps (qty per design basis)
* Cooling tower fan motors and belts (as required)
* Heat exchanger cleaning and recommissioning (existing plate frame HX)
Include:
* Setting, alignment, and securing of equipment on existing or new pads
* Verification of service clearances
* Equipment pad modifications as required
* Minimum flow bypass provisions
4. Piping, Valves & Hydronic Systems
Provide complete chilled water and condenser water system modifications including:
* New and modified piping for chillers, pumps, cooling towers, and heat exchanger
* Condenser head pressure control valves
* Isolation valves for:
Chillers
o
Cooling towers
o
Heat exchanger
o
Pumping systems
o
* Minimum flow bypass piping
* Pressure testing of all new and modified piping systems
* System flushing and preparation for startup
* Insulation replacement where removed or modified
5. Electrical Scope
Provide complete electrical integration including:
* New power feeds to all mechanical equipment
* Disconnect/reconnect of existing electrical services as required
* New or reused breakers as applicable
* Installation of:
VFDs for chilled water pumps
o
VFDs for cooling tower fans (if applicable)
o
* Control wiring between equipment and BAS
* All conduit, wire, fusing, relays, and terminations required for a complete system
6. Controls / Building Automation System (BAS)
Provide a fully functional control system including integration of all chiller plant
components.
System shall include a Trane Tracer-based BAS or approved equivalent:
* Central system controller with web interface
* Integration of:
Chillers
o
Pumps
o
Cooling towers
o
Heat exchanger
o
* Control valves and end devices as required
* Monitoring of temperatures, pressures, and equipment status
* Alarms and safeties for system protection
* Outside air temperature/humidity monitoring
* Minimum flow bypass control logic
7. Refrigerant Monitoring & Safety Systems
Provide a dual-zone refrigerant monitoring system including:
* Sensors at each chiller
* Audible/visual alarms inside mechanical room
* Audible/visual alarms outside mechanical room
* Integration with BAS or standalone alarm system
* Testing and commissioning of all alarm functions
8. Start-Up, Testing & Commissioning
Provide complete system startup including:
* Factory-authorized startup assistance (Trane or equivalent)
* Functional performance testing
* Pressure testing of piping systems
* Verification of controls and interlocks
* Load testing under normal operating conditions
* Final system balancing and verification
9. Documentation & Closeout
Provide:
* Equipment submittals
* O&M manuals
* Startup reports
* Warranty documentation
* As-built documentation (if available)
* Owner training session
* Final site cleanup
10. Environmental & Regulatory Compliance
* EPA-compliant refrigerant handling and disposal
* Proper disposal of removed mechanical/electrical equipment
* Compliance with all federal, state, and local environmental requirements
11. Safety Requirements
All work shall comply with OSHA and site safety standards including:
* PPE requirements (hard hats, gloves, safety glasses, etc.)
* Lockout/Tagout procedures
* Rigging and lifting safety protocols

INSURANCE REQUIREMENTS
Within ten (10) days of Notice of Award, and at all times that this contract is in force, the
contractor shall obtain, maintain, and furnish the City of College Park, Certificates of Insurance
from licensed companies doing business in the State of Georgia and acceptable to the City of
College Park covering:
Worker's Compensation I n a c c o r dance with O.C.G.A. Title 34, Chapter 9, as

Copies of these Certificates of Insurance shall be furnished to the City of College Park prior to
execution of the contract. Such policies shall be non-cancellable except on a thirty-day (30)
written notice to the City of College Park.
1. The CITY OF COLLEGE PARK (and any applicable Authority) will be shown as an
additional insured on General Liability, Auto Liability, and Professional Liability
policies and noted accordingly on the Certificate of Insurance.
2. The cancellation provision should provide 30 days' notice of cancellation.

Right to Reject Quotations
The City reserves the right to accept or reject any or all written quotations received under this Request
for Quotations, or to eliminate any or all Contractors Selected Provider responding to this Request
for Quotations from further consideration for award, and to duly notify any such Selected Provider
of the City's determination in the manner deemed most convenient by the City.
The City reserves the right to reject any written quotations that are submitted by a Contractor Selected
Provider using a form and/or format other than the form and/or format stipulated in the Scope of
Work Scope of Services and/or provided by the City, or an application that is in any way or manner
incomplete, illegible, irregular or non-compliant, and to duly notify any such Contractors Selected Provider
of the City's determination in the manner deemed most convenient by the City.
Right to Eliminate Non-Qualified Selected Provider from Award Consideration
The City reserves the right to eliminate from award consideration any or all Contractors Selected Provider
who submit an incomplete and/or inadequate written quotation response or who are not responsive to any
and/or all of the requirements stipulated in the attached Scope of Work, Scope of Services and to duly notify
any such Contractors Selected Provider of the City's determination in the manner the City deems most
convenient.
Right to Cancel Request for Quotations
This Request for Quotations does not obligate the City to select a Contractor or Selected Provider and/or to
procure and/or contract the Selected Provider for any goods and/or services whatsoever.
The City reserves the right to cancel this Request for Quotations, with or without substituting another Request
for Quotations, and, if so desired, terminate the process at any time. Cancellation of this Request for
Quotations may occur with or without cause or prior notification. Cancellation of this Request for
Quotations, with or without substitution, shall not result in any liability to any Contractor Selected Provider
for any reason whatsoever.
