Project Description: NOTICE OF ADVERTISEMENT
Public notice is given that sealed bids/proposals will be received online via the PennBid (https://pennbid.bonfirehub.com) by the Chester Upland School District by September 14, 2026 until 4:00 PM prevailing time for the following project.
Chester Upland School District – Parking Lot and Site Upgrades
A. Chester High School: 232 West 9th Street, Chester, PA 19013.
B. Main Street Elementary School: 704 Main Street, Upland, PA 19015
C. Toby Farms Intermediate School: 201 Bridgewater Road, Chester Twp., PA 19045
D. Chester Upland School of the Arts: 501 West 9th Street, Chester, PA 19013
E. Edgmont Scholars Academy: 1100 1350 Edgmont Avenue, Chester, PA 19013
The scope of work includes, but is not limited to, parking lot resurfacing, ADA accessibility upgrades, concrete sidewalk, concrete curb, fencing, and stormwater management upgrades at each school.
There is a non-mandatory pre-bid meeting on Friday, August 28, 2026. Interested Proposers will meet at Chester High School, 232 W. 9th St. Chester PA 19013, at 9:00 A.M. All questions concerning this proposal should be submitted through the Pennbid Program. All questions and answers will be posted on the Pennbid.
Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.
There is no physical public bid opening for this project, bids will be revealed via the PennBid website.
The Successful Bidder Who Is Awarded The Contract, Will Be Required To Pay “PennBid” A Fee Of 1/3% of contract, $150 min. and capped at $6,000.00 (plus tax) Of The Contract Award Value.
All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the District Engineer or staff directly.
This project is subject to applicable Pennsylvania laws and requirements, including, where applicable:
• Pennsylvania Prevailing Wage Act;
• Public Works Contractors’ Bond Law;
• Steel Products Procurement Act;
• Public Works Employment Verification Act;
• Pennsylvania Human Relations Act;
• Separations Act and Section 751 of the Pennsylvania Public School Code; and
• applicable Pennsylvania Department of Education requirements.
Bidders shall comply with all requirements identified in the bidding and contract documents. No bidder may withdraw its bid for sixty (60) days after the bid-opening date, except as otherwise permitted by law.
The Contract Documents contain all pertinent regulations. Award of the contract will be to the lowest responsible bidder. The Chester Upland School District reserves the right to reject any or all bids, waive informalities or irregularities in a bid, and award contracts in the best interests of the School District, subject to applicable law.
