ChemScan Annual Maintenance and Parts

Project Description: Hillsborough County intends to recommend a contract modification to an existing noncompetitive contract (22739) with ChemScan, Inc., to add additional services and equipment identified in the Modification Agreement, Exhibit A - Proposal Log No: 2-121706 and Exhibit B - Quotation No. Q-121544, to upgrade existing equipment from analog to digital technology and provide enhancements to the existing integrated system for onsite water analysis in the County’s water treatment and wastewater treatment facilities. There is no increase to the overall contract amount; however, the additional services and equipment added by this modification agreement total $81,724.52. This procurement is being made in accordance with Sections 3-208(2)(8) of the County’s Procurement Policy as the particular items and services are required to maintain interchangeability and compatibility of the existing equipment, and the material and services are the subject of a contract modification only reasonably available from one (1) source, therefore it would not be practical to engage another vendor. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Modification Agreement, Exhibit A - Proposal Log No: 2-121706 and Exhibit B - Quotation No. Q-121544, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
