Description of Requirement



BACKGROUND



Vandenberg Space Force Chapel Community is a faith group supporting programs at VSFB. This community operates an energetic ministry that requires a high degree of coordination and cooperation among its staff.



Scope of Work



The contractor shall provide professional music direction and musical services for the respective worship communities. The primary role of the music director is to prepare and lead music that enhances the worship experience, in coordination with the designated Chaplain. The director is expected to be able to lead the service music by themselves or by recruiting, training, and leading a team of volunteer musicians and vocalists



Description of Work



Services shall be provided and invoiced in accordance with the chart below, each consisting of one standard unit of measure.



Unit of Work: Regular Service, Rehearsal/ Planning, Special/Holiday Observance



Definition & Scope: One (1) regular weekend worship service, including 30 minutes of pre-service and post-service music, One (1) weekday preparation or pre-service rehearsal session (minimum 60–90 minutes), Holy Days, funerals, memorial services, or command-directed special events outside of regular weekend services.

Provide professional Catholic music director and/or musician services for special services, holy days, funerals, memorial services, and command-directed events occurring outside of regular weekend services.



4.0 COMPLAINCE




  • The Vendor shall comply with all applicable federal, state, local, and county laws, as well as Air Force regulations governing the execution of these services.



5.0 PERIOD OF PERFORMANCE




  • Base Period: 21 Sep 2026 through 21 September 2027 (12 Months).

  • Option Period 1: 22 September2027 through 22 September 2028 (12 Months).

  • Option Period 2: 23 September 2028 through 23 September 2029 (12 Months)

  • Option Period 3: 24 September 2029 through 24 September 2030 (12 Months)

  • Option Period 4: 25 September 2030 through 25 September 2031 (12 Months)



6.0 GOVERNMENT FURNISHED PROPERTY/INFORMATION



Government property will only be furnished for the performance of each service for the duration of the service.



Regulatory Authority and Acquisition Strategy



This notice is published in accordance with the Revolutionary FAR Overhaul (RFO) 5.101and 12.201-1 for acquisitions at or below the Simplified Acquisition Threshold (SAT), as supplemented by Department of War (Dow) guidance, including DFARS Deviation 2026-00003 and 2026-00028.



Please note the following:



This is a Presolicitation Notice, NOT a Request for Quotations (RFQ). A solicitation document does not currently exist and will not be posted to the Governmentwide Point of Entry (GPE / SAM.gov) or the PIEE Solicitation Module at this time.



Following the conclusion of this 15-day posting period on 28 August 2026, the Government intends to directly solicit quotations from at least three (3) selected sources capable of meeting the requirement, in accordance with RFO 12.201-l(c)(2).



The Government does not intend to award a contract based on this presolicitation notice or to pay for the information solicited herein. This notice is issued solely for informational and planning purposes.





Instructions for Interested Parties



Although the Government intends to directly solicit quotes from selected vendors after this notice expires, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in determining the final list of vendors to solicit.



Interested parties wishing to demonstrate their capability to fulfill this requirement must submit the following information via email no later than 12:00 PM Pacific Daylight Time (PDT) on 28 August 2026:

2. Prime Contractor Staffing Structure



Please confirm whether the prime contractor may furnish the Catholic and Protestant Music Directors as employees or subcontractors, provided all personnel satisfy the qualifications and performance requirements established in the final solicitation and PWS.





Concur.





3. Scheduled Meeting Units



Section 3 of the PWS identifies Scheduled Meetings (SM) as a Unit of Work and estimates 16 SM units annually per CLIN. However, Sections 4.2 and 5.2 state that coordination meetings are considered administrative duties ancillary to the primary Units of Work and will not be invoiced as separate billable units.



Please clarify whether Scheduled Meeting (SM) units are separately billable and, if so, what meetings are intended to constitute an SM Unit of Work.





SM are separately billable. These meetings would include the Catholic Action Committee and Protestant Action Committee monthly meetings and 4 quarterly feedback sessions.





4. Invoice Unit of Work Codes



Section 7 identifies RS, RH, and SS as the Units of Work to be reported on monthly invoices, while Section 3 identifies RS, RP, SS, and SM.



Please confirm the correct Units of Work and corresponding codes that will be used for invoicing.

5. Rehearsal/Planning Units



The PWS estimates 124 Rehearsal/Planning (RP) units annually per CLIN while requiring a minimum of one rehearsal and one worship service weekly.



Please clarify the anticipated composition of the 124 annual RP units, including the expected number of rehearsal sessions versus planning/preparation sessions.





We assume that the subcontractor will usually require one unit session to prepare the set and one unit to rehearse prior to Sunday or special event, this does not include day of rehearsal.





6. Government-Furnished Equipment



Please identify the musical instruments, sound/audio-visual equipment, music library or scores, and other equipment that will be Government-furnished for performance of the requirement versus equipment the contractor will be expected to provide.





The chapel will provide:




  • Roland TD-27KV-S V-Drums Kit

  • Shure Beta 58A Supercardioid Dynamic Vocal Microphone

  • Roland RD 300 nx Keyboard

  • IPad for remote sound board

  • Electric Guitar

  • Acoustic Guitar with pick-up

  • Bass





If the subcontractor prefers any FX pedals or specific special vox microphones to add to the sound quality of any instrument, they will be required to provide it personally.





7. Regular Service Unit Definition



The Pre-solicitation Notice defines a Regular Service as one weekend worship service, including 30 minutes of pre-service and post-service music. The PWS defines a Regular Service as one weekend worship service, including pre-service and post-service setup and teardown.





Please clarify the intended scope of a Regular Service Unit of Work that will apply under the final solicitation.

8. Special/Holiday Observances



The PWS estimates 20 Special/Holiday Observance (SS) units annually per CLIN for Holy Days, funerals, memorial services, and command-directed special events.



If available, please provide the historical number and general breakdown of Special/Holiday Observance units performed during the most recent 12-month period.
