Change Order: The Vendor shall continue to assist the Illinois Department of Transportation with transportation Infrastructure Funding and Policy within the Agency and is charged with evaluating current transportation funding and policy frameworks and producing recommendations for changes that will modernize the state's transportation program and lead the country in dealing with issues like safety, equity, economic development, and climate change. The BRC has directed the Department to acquire the support of a third-party, strategic advisor to the commission who can support the development of recommendations to make Illinois the leading state for transportation and infrastructure in the nation. Developing this strategy will require leveraging national and global best practices while considering local Illinois context. Activities of this strategic advisor may include research, project management, coordination of meetings, consideration of policy reforms, evaluation of funding mechanisms and investment strategies, and other topics as directed by the BRC.
