Chalfont Borough 2025 Storm Sewer Replacement and Roadway Improvement Project

Project Description: 2025 STORM SEWER REPLACEMENT AND ROADWAY IMPROVEMENT PROJECT CONTRACT NO. C0005093, C0005094 AND C0005351 CHALFONT BOROUGH BUCKS COUNTY, PENNSYLVANIA
The work will generally include COVID-19 ARPA H2O PA Grant Program funded stormwater improvements along Woodview Drive. This work includes the removal of all existing CMP and replacement with 703 LF of 15” HDPE, 618 LF of 18” HDPE, 351 LF 24” HDPE, 28 LF 36” HDPE, 171 LF or 42” HDPE (with FES) the replacement of 7 EA 4’ Type C inlet tops, the replacement of 1 EA 6’ Type C inlet top, temporary and permanent trench paving restoration (434 SY/696 SY) and all curb and sidewalk replacements associated with this work (500 LF concrete curb/96 SF concrete sidewalk).
The work will also include COVID-19 ARPA Small Water and Sewer Program Grant funded stormwater improvements along Castlewood Drive. This work includes the removal of all existing CMP and replacement with 203 LF of 15” HDPE, 931 LF of 18” HDPE, 32 LF of 24” HDPE, 88 LF of 42” HDPE, 60 LF of 48” HDPE, the replacement of 8 EA 4’ Type C inlet tops, the replacement of 1 EA 6’ Type C inlet top, temporary and permanent trench restoration (662 SY/922 SY) and all curb and sidewalk replacements associated with this work (508 LF of concrete curb/112 SF concrete sidewalk).
The non-Grant funded (Liquid Fuels eligible) work along Woodview Drive will generally include the full-width mill and overlay (5,304 SY/540 TON), 100 SY pavement repair, 150 TON leveling/scratch, and the replacement of 209 LF of concrete curb and 940 SF concrete sidewalk and the placement of 20 SF detectable warning surface for two ADA accessible ramps.
The non-Grant funded (Liquid Fuels eligible) work along Castlewood Drive will generally include the full-width mill and overlay (6,428 SY/665 TON), 160 SY pavement repair, 180 TON leveling/scratch course and the replacement of 663 LF concrete curb, the replacement of 2,300 SF concrete sidewalk and 80 SF detectable warning surface for eight ADA accessible ramps.
The non-Grant funded (Liquid Fuels eligible) work along Hopkins Circle will generally include the full-width mill and overlay (1,610 SY/150 TON), 80 SY pavement repair, 45 TON leveling/scratch course and the replacement of 101 LF of concrete curb, the replacement of 402 SF of concrete sidewalk and 20 SF detectable warning surface for two ADA accessible ramps.
As an Alternate/Add-On to the H2O PA Grant Program funded stormwater improvements along Woodview Drive, the Borough will consider lining the 523 LF of 15” CMP in the three easement areas in lieu of replacement.
Attachment #1 of PennDOT Proposal and Contract MS-944 contained in the Proposal and Contract Section of the Contract Documents, provides the quantities for each roadway. The "Instructions to Bidders" section describes the bidding requirements under this Contract.
The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012). Completed and signed “Public Works Employment Verification Form” is required as a precondition to the award of the Contract and is to be submitted as part of the submission of the bid.
This project is subject to the terms and conditions of the Pennsylvania Prevailing Wage Act, as determined by the Secretary of Labor and Industry and, therefore, must be bid as such.
All bidders on this project must be pre-qualified by the Pennsylvania Department of Transportation as a “Prime Contractor” in accordance with Section 102.01 of PennDOT Specifications Publication 408, latest edition.
Proposals must be accompanied by electronic copy of a certified check or bid bond in the amount of 10% of the total bid amount for the work detailed in Attachment 1.
Proposals must also be accompanied by a completed Bid Form, Bidder’s Qualification Statement, executed Anti-Collusion Affidavit as set forth in the Contract Documents. Failure to submit these items with the bid proposal may result in disqualification of the bid.
Award of Contract: if a contract is awarded, it will be to the lowest responsible bidder, as described in the Instructions to Bidders Section of the Contract Documents, but the Borough reserves the unqualified right to reject any or all bids and to waive any informalities. A Performance Bond in the amount of 100% of the Contract Price will be required.
Project Nos. C0005093 and C0005094 will be financed in part by Grants from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
The Borough also reserves the right to delete any “item” or portion of an “item” contained in the Contract at its discretion, once bids are received.
Prior to awarding the Contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders. During this period, no bid may be withdrawn.
