PROGRAM DESCRIPTION: Capability Program Executive, Aviation (CPE, Aviation), Cargo Helicopters (CH) Project Management Office anticipates a requirement for logistic and operational support to stage up to eight (8) CH-47F Block I and Block II Cargo Helicopters within 75 miles of CPE, Aviation requirements in Huntsville, AL. The effort is expected to include, but not limited to:

• The Contractor shall perform field and sustainment level aircraft maintenance (formerly classified as unit, intermediate and depot level maintenance) to include quality and production control management. The Contractor shall inventory storage of Government Furnished Equipment (GFE) and supplies to cover 40,000 square feet of storage space and utilize Government Furnished Property (GFP) to include repair parts, special tools and maintenance tools, and parts containers to maintain aircraft, aircraft components, special mission equipment, and ground support equipment IAW appropriate Technical Manuals (TMs), Technical Bulletins (TBs), Maintenance Engineering Orders (MEOs), Federal Aviation Regulations (FARs), Task Orders (TOs), Lube Orders (LOs), Manufactures Specifications/Manuals, Commercial Off the Shelf (COTS), Department of the Army Pamphlets (DA PAMs), Training Circulars (TCs), Army Regulations (ARs) and Army directives.


• The Contractor shall perform the necessary CH-47 Interactive Electronic Technical Manual (IETM) tasks and logistics in support of mission essential requirements.


• The contractor shall perform Modification Work Order (MWO) Installations, MWO Validation and MWO Verification as required.


• The Contractor shall develop Flight and Ground Procedures that comply with AR 95-20 and service guidance.


• The Contractor shall conduct Maintenance Test Flights (MTFs) IAW applicable maintenance documents to maintain aircraft in a Fully Mission Capable (FMC) status and perform other required aircraft maintenance test and recovery flights.


• The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturers’ parts.

ACQUISITION APPROACH: The Government anticipates a total small business set-aside competitive contract vehicle. This vehicle will be utilized for services pursuant to Federal Acquisition Regulation (FAR) Part 15. The Government anticipates to make the award on the basis of best value.

The Government anticipates a hybrid Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) contract with a 12-month base period, inclusive of a 90-day Phase-in, and four (4) 12-month option periods; a total period of performance of 60 months.

RESPONSE FORMAT: Company Name, Address, CAGE code, Unique Entity Identifier (UEI) number, and Point of Contact phone number and e-mail address.

Offerors shall provide the following:

1) Capability statements which shall not exceed ten (10) pages and outline their ability to provide requirements to the attached draft Performance Work Statement (PWS).

2) Provide responses to the following Capability Questions. Responses shall not exceed ten (10) pages.

1. Provide a statement of current small/large business status.


2. Are your facilities within 75 miles of Sparkman Center Building 5309, Martin Rd. Redstone Arsenal, AL 35898?


3. What type of work has your company performed in the past in support of the same or similar requirement (to include size and complexity)? Provide as much of the following information as possible; contract number, point of contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort to include contract type. (Maximum of three (3) references)


4. Does your company possess the capabilities to provide the entire range of services called for by these requirements? If not, please list what services in these requirements your company can provide?


5. Can or has your company managed a task of this nature? If so, please provide details.


6. Can or has your company managed a team of subcontractors before? If so, provide details.


7. Describe the certifications your company possesses or plans to possess in order to meet the maintenance and aircrew requirements outlined in Performance Work Statement (PWS) Section 3.3.8, Flight Crew Personal Certification.


8. How does your company handle requirements that require quick turnaround times (e.g., unscheduled Maintenance that comes up outside of regular maintenance schedule that would arrive from scheduled Dalies/maintenance; out of cycle inventory inspections)?


9. Do you have sufficient contract financing for this effort if DFAS is late with payment, describe? How are you deemed financially responsible?


10. Provide your facility access process and facility security plan to safeguard aircraft and inventory.


11. How do you handle clearances and sensitive data requirements (e.g., sensitive Communications Security (COMSEC) equipment)?


12. Are you capable of storing/hangaring aircraft at your facility to perform maintenance tasks?
    
    a. If yes, provide dimensions of facilities.
    
    b. Is your storage/maintenance facility co-located or part of an airfield; if so, provide name and location.


13. How much storage space (sq ft) is available for storing aircraft parts and containers?


14. Does your company have the ability to track inventory and produce monthly inventory spreadsheets?
    
    a. If yes, describe the inventory management software/system that would be utilized to manage the full inventory of parts (see PWS attachment A).


15. Does your company possess a government approved accounting system? Provide the date of such approval issued by Defense Contract Audit Agency (DCAA) or Defense Contract Management Agency (DCMA).
