50 CES Burn Tower Maintenance

The contractor shall furnish all labor, parts materials, equipment, and transportation necessary to perform inspection and maintenance of Fire Department Burn House and other Firefighting props at Schriever SFB (SSFB). The intent of this PWS is to ensure that the Burn House and training props are inspected, maintained, and updated in accordance with National Fire Protection Association Standard (NFPA) 1403 Live Fire Training Evolutions and manufacturers’ specifications and all other applicable standards.

1. May we see the most recent inspection reports for each of the trainers? ---will the second attached document suffice?


2. PWS Paragraph 1.1.3 specifies that the annual service must be completed by a qualified ICS technician. Can we assume this means an Integrated Control Systems technician? --- I believe so


3. Is there specific documentation the Government is looking for to determine whether someone is a qualified ICS technician, per PWS Paragraph 1.1.3? Is field experience sufficient qualification? ---If they are certified by the company to conduct inspections on burn trainers, I believe they would have to be properly compliant as a prerequisite for the job. We will research further.


4. Are all systems and components of the Burn Tower currently in good working order and functional? ---yes


5. When was the last time the Burn Tower had a documented 5-year inspection completed by a licensed professional engineer? May we see the report? ---Attached in this email


6. PWS Paragraph 1.2 outlines a requirement for a licensed professional engineer to complete the inspection and documentation for the Burn Tower. Paragraph 1.2.1 states that evaluation of structural live fire trainer shall be conducted in accordance with NFPA 1403. NFPA 1403 states that a licensed structural engineer should complete an inspection every 5 years. Is Schriever SFB requesting the full inspection by a licensed engineer every year for this contract beyond NFPA requirements, or is an experienced technician sufficient for regular annual inspections? ---A certified technician that can legally sign off for annual inspections in compliance with NFPA and other necessary regulations is sufficient


7. Are all the training props in good working order and functional? ---Yes


8. May we see an Operation and Maintenance Manual for the Burn Tower and all training props? ---With our Assistant Chief for Training (in his office)


9. How many training exercises are performed at the Burn Tower and on each training prop per year? ---15-20 with Mutual aid partners as well
