CENTRALLY MANAGED AFRICAN CELLULAR SERVICES (CMACS)
COMBINED JOINT TASK FORCE – HORN OF AFRICA (CJTF-HOA)
This Solicitation is to support CJTF-HOA’s requirement for cellular services within the
CJTF-HOA Area of Responsibility (AOR). These cellular services are enabled through
the provisioning of various tools, such as Subscriber Identity Module (SIM) Cards,
expendable and reloadable prepaid phone cards (e.g., Minute Cards), and cellular service
plans. This requirement also provides the incidental administrative, technical, and
logistical support to manage the multiple local service providers within the AOR. CJTFHOA’s
AOR spans multiple countries throughout the Eastern Africa region, each with
diverse commercial capabilities and constraints. This requirement provides for central
management of this diverse network of commercial cellular service providers, enhancing
CJTF-HOA’s ability to rapidly enable cellular services at the speed of the mission.
Given the unpredictable tempo, quantity, and nature of these requirements, it is
anticipated that this requirement will be fulfilled via multiple award Blanket Purchase
Agreements (BPAs). The Government intends to make award to each and all qualifying
Offerors, as this will provide efficient competition for future Orders and optimum
coverage for the various products/services and locations required under the Solicitation.
The maximum cumulative value of BPAs issued under this Solicitation shall not exceed
$1,000,000.
