Sealed bids will be received by the Garco | QD Builders, A Joint Venture (GQD), at the Spokane
International Airport Administrative Offices, 9000 West Airport Drive, Suite 204, Spokane,
Washington 99224, until April 2, 2026 at 3:00pm PST for:

It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified.
Bids will be opened and read aloud April 2, 2026 at 3:30pm PST at the Spokane International
Airport Event Center (located at 9211 W. McFarlane Road). Sealed bids will not be accepted
via electronic submission. Any bids received after April 2, 2026 at 3:00pm PST cannot and will
not be considered.
A MANDATORY Pre-Bid Conference will be held at the Spokane International Airport Event
Center (located at 9211 W. McFarlane Road) on March 19, 2026 at 9:00am PST. The Pre-
Bid Conference will be hosted on-site for all bidders and virtually for design consultants. Any bid
submitted by a firm which did not attend this Pre-Bid Conference will be rejected.
The general nature of the Work is as follows:
Work generally consists of phased landside site demolition and underground utility work
beneath the main arrivals and departures roadway, a high-visibility, high-traffic environment at
the Spokane International Airport. Maintaining uninterrupted vehicular traffic flow on this
roadway is absolutely non-negotiable, as any disruption could result in congestion, delays for
travelers, or potential public safety hazards. Responsible Bidders must demonstrate proven
experience executing similar utility installations at an active airport or comparable high-traffic
public infrastructure setting. Although this work is primarily on the “land side” of the airport, due
to its connection to airport facilities, the potential impacts to airport operations, and the overall
sensitive nature of the work, the successful bidder will be required to obtain airport security
badges for all employees working on site.

issued through email. Bidders can register online to be placed on the Planholders List and to

A contract according to the General Conditions, Supplementary Conditions, and Addenda (if
applicable) shall be signed prior to work commencing. Each bid must be accompanied by a
cashier’s check or surety bid bond, in an amount of not less than five percent (5%) of the total
bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability

insurance in accordance with the contract documents will be required for the Contract. This is a
prevailing wage project per applicable State Law.
The GC/CM reserves the right to reject any and all bids, to waive any informality, to accept any
alternate bids, and to make such award that it deems to be in the best interest of the Airport
pursuant to the terms of the Instruction to Bidders and General Conditions. The contract will be
awarded to the lowest responsive and responsible bidder. All bidders are cautioned to be aware
of the requirement to have their bids considered responsive.

Prospective Contractors are notified that the work under this Contract is funded in part by a
grant from the Federal Aviation Administration and as such this solicitation and any resulting

Davis Bacon Act; Affirmative Action; Debarment and Suspension; Drug Free Workplace Act of
1988; and other federal requirements as identified in the Contract Documents.
