Central Bremerton Force Main Replacement
RECEIPT OF BIDS: Bids for Central Bremerton Force Main Replacement will be accepted
by mail (Attn: Angela Hoover), or in person by the City Clerk or designated staff on April 28,
2025, between 10:00 A.M. and 11:00 A.M. in the lobby of the Norm Dicks Government Center
(6th Street entrance) located at 345 6th Street, Suite 100, Bremerton, WA 98337.
OPENING OF BIDS: The bids will be publicly opened and read aloud on April 28, 2025 at
11:00 a.m. PST in the first floor Chamber of the Norm Dicks Government Center located at
345 6th Street, Bremerton, WA 98337.
COMPLETION OF WORK: The Contractor shall complete the work within 180 calendar days
of the Notice to Proceed. It is anticipated that the Notice to Proceed will be issued on or
around June 11, 2025, therefore completion of the work is anticipated in early December 2025.
DESCRIPTION OF WORK: The WORK includes but is not limited to the following description.
The City of Bremerton will replace a damaged section of the Central Bremerton Force Main
along Gregory Way, Naval Avenue, and 1st Street with 18-inch AWWA C905 PVC. The
existing pipe is 14-inch ductile iron. The replacement area begins approximately 150 ft east
of Gregory Way & High Avenue and extends to 1st Street & Montgomery Avenue, for a total
pipe length of approximately 3,100 feet. Key locations include: the high point of the force main
near High Avenue and Gregory Way, where an surge chamber will be installed; the
intersection of Burwell Street and Warren Avenue, where a bypass pipe and isolation valves
will be installed to allow the pipe to be drained; the reach of pipeline in Naval Avenue directly
adjacent to the Naval Base Kitsap (NBK) access gate.
Two large fir trees (approximately 150 ft tall) will be removed from a residential front yard
along Gregory Way. The removal shall be complete, including stumps, trunks, limbs, slash
and debris. The homeowner’s landscaping will be removed and protected, then replaced after
construction, along with new plants as specified. The removal and reconstruction shall also
include concrete stairs, walls, fences walkways, and appurtenance structures. A portion of
Gregory way will be impacted and repaired under the contract.
As part of surface restoration, 1st Street from Montgomery Avenue to Naval Avenue will be
ground and repaved with hot mix asphalt, including the construction of ADA compliant access
ramps and reconstruction of the storm sewer.

SUPPLEMENTAL DOCUMENTS: Supplemental documents that are not part of the contract
documents but are made available to the bidder to support bid preparation are available for
download at the City’s project bid page located at: http://www.bremertonwa.gov/Bids.aspx.
PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract
Documents. Sealed envelopes containing bids shall be entitled: Central Bremerton Force
Main Replacement Project.
BID SECURITY: Each bid proposal shall be accompanied by a bid proposal deposit in cash,
certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the
amount of such bid proposal. The failure to furnish a bid deposit of a minimum of 5 percent
shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting
Agency.
PERFORMANCE BOND: The successful bidder will also be required to provide a
Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to
enter into such contract and furnish satisfactory performance bond within the time stated in
the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton.
PRE-BID CONFERENCE: Attendance at the pre-bid conference is MANDATORY. The pre-
bid conference will be held in-person on Wednesday April 16, 2025 at 9:00 am PST in the
first floor Council Chamber of the Norm Dicks Government Center located at 345 6th Street,
Bremerton, WA 98337. Immediately following the pre-bid conference there will be a jobsite
walk through. The walk-through will begin at 1St and S. Montgomery Street.

PROJECT FUNDING: This construction project is funded by a Federal grant administered
through the Office of Local Defense Community Cooperation (OLDCC).
WAGE RATE REQUIREMENTS: The Successful bidder will be required to confirm that
prevailing wages are paid according to Chapter 39.12 of the Revised Code of Washington, as
well as any other applicable prevailing wage rate provisions. The contractor is required to file
Intent to Pay Prevailing Wages and Affidavit of Wages Paid. The contractor shall submit both
the Washington State Prevailing Wage Rates for Public Works Contracts in Kitsap County
and the federal Davis-Bacon Wage Rates. Contact the Department of Labor and Industries
with questions concerning prevailing wage rules and requirements (https://www.lni.wa.gov).
CITY’S RIGHTS RESERVED: The City of Bremerton reserves the right to reject any and all
bids on any or all schedules or alternates or to waive any informalities in the bidding and shall
determine which bid or bidders is the most satisfactory and responsible bidder and shall be
the sole judge thereof.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit
or as a defense to any action based upon the neglect or refusal to execute a contract.
PUBLIC DISCLOSURE: All Proposals, including attachments and any documentation,
submitted to and accepted by the City in response to this Notice Inviting Bids become the
property of the City and are subject to the disclosure provisions of the Washington Public
Records Act. Submittals shall become property of the City and considered public documents
under applicable Washington State laws. All documentation provided to the City may be
subject to disclosure in accordance with Washington State public disclosure laws.
CONTRACTOR RESPONSIBILITY: It is the Contractor’s responsibility to examine all
specifications and conditions thoroughly and comply fully with specifications and all attached
terms and conditions. Contractors must comply with all Federal, State, and City laws,
ordinances and rules, and meet any and all registration requirements where required for
Contractors as set forth in the Washington Revised Statutes
RIGHT TO CANCEL: The City of Bremerton reserves the right to cancel or reissue all or part
of this solicitation at any time, as allowed by law, without obligation or liability.
The Notice Inviting Bids is not intended to constitute, or be interpreted as, a call for tenders,
and the submission of a Bid is not intended to create any contractual or other legal obligations
or duties whatsoever owed to any qualified Vendor by the City, including any obligation or
duty to accept or reject a Bid, to enter into negotiations or decline to enter into or continue
negotiations, or to award or not award a Contract. Without restricting the generality of the
