Owner will receive sealed Bidder’s Proposals for the Work until 10:00 a.m. local time, on July 30, 2026, at the Finance Department on the first floor of City Hall at 3S258 Manning Avenue, Warrenville, Illinois 60555, during regular office hours. All bids must be submitted in a sealed envelope marked with the Contractor’s name and address, and “Sealed Bid Number B2026-03 – Central 2 Basin Manhole Rehabilitation Improvements,” on the face of the envelope. Bids must be received no later than 10:00 AM on July 30, 2026.
The sealed bids will be publicly opened and read aloud at 10:01 AM on July 30, 2026 in the City Council Chambers. The room is located on the second floor of City Hall at 3S258 Manning Avenue, Warrenville, Illinois 60555.
Scope of Project:
Rehabilitation of 45 sanitary manholes in Central 2 Basin, including but not limited to, pre-construction photos, post-construction photos, manhole lining, install drop, curtain grout manholes, site restoration and all incidental and collateral work necessary to complete the project within City limits as described in the Project Manual. The approved manhole lining system for this project is OBIC, LLC. Prospective bidders are advised to carefully review the General Conditions, Special Conditions, Special Provisions, and Plans of this document.

All Bid Packages must be directly purchased from Engineer. Bidder’s Proposals submitted from Bidders that did not purchase a Bid Package directly from the Engineer will not be accepted. In making copies of the Bid Package available to prospective Bidders, Owner does so only for the purpose of obtaining the Bidder’s Proposals, and such provision does not confer a license or grant for any other use.
Each prospective Bidder shall, before submitting its Bidder’s Proposal, carefully examine the Bid Package. Each prospective Bidder shall inspect in detail the Work Sites and the surrounding area and shall familiarize itself with all local conditions, including subsurface, underground and other concealed conditions, affecting the Contract, the Work and the Work Sites. The Bidder whose Bidder’s Proposal is accepted will be responsible for all errors in its Bidder’s Proposal including those resulting from its failure or neglect to make a thorough examination and investigation of the Bid Package and the conditions of the Work Sites and the surrounding area. Prior to beginning any work, the Contractor shall verify that all materials and equipment are on site and available.
Pre-Bid Meeting: Bidders will be allowed to visit the Central 2 Basin project areas on July 24, 2026, from 8:00 am to 12:00 pm. Contractors should meet at City of Warrenville 3S258 Manning Avenue Warrenville, Illinois 60555. This is a non-mandatory site visit.
Owner reserves the right to make clarifications, corrections, or changes in this Bid Package at any time prior to the time Proposals are opened. All Bidders or prospective Bidders will be informed of said clarifications, corrections, or changes in the form of addenda.

Each bid shall be accompanied by a bid bond, bank draft, cashier's check or certified check payable to the order of the City of Warrenville, Illinois, in an amount not less than five (5) percent of the amount of the bid, as a guaranty that the bidder will execute the contract, if it is awarded, in conformity with the bid form.
The successful bidder will be required to furnish Performance and Payment Bonds on forms provided in the Specifications and Contract Documents, each in an amount equal to 100 percent of the contract price.
Proposals that are not submitted on the Contract/Bid Form provided by the City, or that are not prepared in accordance with the Instructions to Bidders may be rejected. The Owner expressly reserves the right to reject any or all bids or to accept the one that appears to be in the best interest of the Owner. The Owner expressly reserves the right to waive any informalities or technical irregularities in a bid if to do so is in the best interest of the Owner.
The City Council will determine the successful bidder.
