NOTICE TO BIDDERS
SOUTHERN ARKANSAS UNIVERSITY
TALBOT HALL ALTERATIONS
Sealed proposals will be received until 2:00 p.m. Thursday, January 8, 2026 for Center for Women’s Athletics – Phase Two on the campus of Southern Arkansas University, Magnolia, Arkansas. Plans and Specifications have been prepared by and are available from CADM Architecture, Inc., 214 North Washington, Suite 413, El Dorado, Arkansas 71730, phone 870-863-7367, mail@cadmarchitects.com .
A mandatory Pre-Bid Meeting is scheduled for 2:00 p.m., December 18, 2025. Interested prime bidders are required to attend.
Bids shall be delivered by the specified time to the offices of CADM Architecture, Inc., 214 North Washington, Suite 413, El Dorado, Arkansas physically, by fax, or by email to mail@cadmarchitects.com . One proposal shall be submitted for the entire project.
Bids will be opened beginning at 2:00 p.m. Thursday, January 8, 2026 in an online video-teleconference meeting and read aloud. Login information may be obtained by contacting the Office of the Architect prior to bid opening. A certified Bid Tabulation will be produced and distributed as quickly as is practical following the bid opening.
A five percent (5%) corporate Bid Bond or a certified check in the amount of five percent (5%) of the bid shall accompany all submitted bids on construction contracts that exceed $20,000.00 in accordance with ACA 22-9-203. Bidders must comply with all requirements of Contractors Licensing Laws of the State of Arkansas, Act 150 of 1965, as amended, and Arkansas Code 22-9-204 section 3.6(a).
A Performance and Payment Bond, equal to the amount of the contract, and issued by a surety authorized to do business in the State of Arkansas will be required of the successful bidder.
Pursuant to Ark. Code Ann. 22-9-203, the Owner encourages all small, minority, and women business enterprises to submit bids for capital improvements. Encouragement is also made to all general contractors that in the event they subcontract portions of their work, consideration is given to the identified groups.
The Owner reserves the right to reject any or all bids and to waive formalities. Proposals which fail to comply fully with any provision of the Plans, Specifications and other Contract Documents will be considered invalid and will not receive consideration.
