Cellebrite hardware and software training

The Minnesota Bureau of Criminal Apprehension intends to register Digital Media Examiners for training on software provided by Cellebrite in support of agency-owned hardware. This procurement is justified as a single source due to the specialized and proprietary nature of the training offered by Cellebrite, the original manufacturer of the agency’s digital forensic equipment. The training is uniquely designed to support the operation, maintenance, and advanced forensic capabilities of this system, which is used to collect and analyze data from locked cellular devices, including both Apple and Android platforms. As the sole developer of the technology, Cellebrite is the only vendor capable of providing instruction that ensures proper system use, preserves data integrity, and meets evidentiary standards; therefore, no reasonable alternative source for this training exists.
