NOTICE IS HEREBY GIVEN that sealed bids will be received by the Purchasing Agent of the Borough of
Lincoln Park on July 1, 2026 10:00 AM local prevailing time in the Meeting Room at Borough Hall, 34 Chapel
Hill Road, Lincoln Park, NJ 07035, at which time and place bids will be opened and read in public for:

PROJECT DESCRIPTION

The Borough is accepting Bids for the lease of a co-location height on the cell tower located on Borough property,
at the Department of Public Work Site, George Cobb Lane, Lincoln Park, New Jersey.

Specifications and other Bid information may be reviewed and obtained at the Borough Administrator's Office
during regular business hours 8:00 am to 4:00 pm.

Bid documents are available free of charge for download, in a .pdf format, on the Borough's website
https://www.lincolnpark.org/227/Bids-RFPsRFQs or may be picked up at the Borough Administrator's office.
Bid documents will not be emailed.

Any notices of addenda, cancellations or postponements may also be found at
https://www.lincolnpark.org/227/Bids-RFPsRFQs. Questions shall emailed to Borough Administrator Perry T.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.

Bids must be submitted on the proposal forms contained in the Bid package. Bids must be in a sealed envelope,
bearing the name and address of the Bidder and the name of the Project. This information must be clearly
marked on the outside of the envelope and addressed to the Purchasing Agent in the following format:

contract to lease a co-location site, as awarded, for a period of five years, with the option to renew for four
successive periods of five years in accordance with the Wireless Telecommunications Lease, Item 7.e Terms,
Options to Renew and the requirements of this entire Bid Document ("Bid Document").

The undersigned states that they have read and fully understand the Scope of Work, Wireless
Telecommunications Site Lease, General Conditions, Information for Bidders, exhibits and all other requirements

AFEIRMATIVE ACTION CERTIFICATION

This form is a summary of the successful bidder's requirement to comply with the requirements of N.J,S.A.
10:5-31 (P.L 1975, .127) and N.J.A.C 17:27-1 et seq..

The successful Bidder shall submit to the public agency, after notification of award but prior to execution of this
contract, one of the following three documents as forms of evidence:

(a) A photocopy of a valid letter that the Contractor is operating under an existing Federally approved or
sanctioned affirmative action program (good for one year from the date of the letter);

OR
(b) A photocopy of a Certificate of Employee Information Report approval, issued in accordance with
N.J.A.C. 17:27-4;

OR
(c) A photocopy of an Employee Information Report (Form AA302) provided by the Division and distributed
to the public agency to be completed by the Contractor in accordance with N.J.A.C. 17:27-4.

The successful Bidder may obtain the Affirmative Action Employee Information Report (AA302) from the
contracting unit during normal business hours.

The successful vendor(s) must submit the copies of the AA302 Report to the Division of Contract Compliance
and Equal Employment Opportunity in Public Contracts (Division). The Public Agency copy is submitted to the
public agency, and the vendor copy is retained by the vendor.

CONSTRUCTION CONTRACTS
During the performance of this contract, the contractor agrees as follows:

The contractor or subcontractor, where applicable, will not discriminate against any employee or applicant for

provisions, A, B and C, as long as the Division is satisfied that the contractor or subcontractor is employing

that its percentage of active "card carrying" members who are minority and women workers is equal to or greater
