Ceiling Tiles (Product Only) - Bid # - ESCNJ 25/26-42

Scope of Bid: The ESCNJ Cooperative Pricing System is requesting bids for Ceiling Tiles.  The products and prices offered will be made available to over 1,590+ Co-op members, consisting of local municipal governments, public schools, vocational schools, counties, and other public entities throughout the State of New Jersey.

CLARIFICATIONS:

After reviewing the bid documents, we have a few questions and clarifications.

• There are products are listed using both the manufacturer’s model number and Home Depot’s proprietary model number. Since Home Depot conducts in-house sales and distribution through subsidiary companies, proprietary model numbers should be excluded from bids submitted by those subsidiaries. Manufacturer's model numbers shall be used.
• Page 47, Letters of Authorization. Please confirm that letters of authorization must be from a manufacturer only. The paragraph is confusing, it mentions “either a manufacture or authorized reseller”. Lowes Home Improvement is an authorized reseller; can they write a letter of authorization? The letter of authorization must be from the manufacturer.
• Please confirm that Bid Forms B-F are to be submitted in an excel format, not a pdf. Per the bid specification, bid proposal forms must be submitted as signed originals in the bid submission.  The ESCNJ requests that they also be saved as Excel format on a flash drive.
• Is The “ESCNJ Price” the on Bid Forms B-F, supposed to be by the carton, by the piece or by the square foot? Line items are to be bid per the unit of measure column.
• The prices are supposed to be include delivery. Can we add a minimum delivery charge for order under a specific dollar threshold? As per the bid specification, All freight/delivery charges must be included in bid pricing.
• Will a Certificate of Employee Information Report be required for this contract? There is no labor associated with this contract.  Per the bid specification, page 12,  Documents to be submitted with the Bid, Affirmative Action Certificate of Employee Information Report.
• The products from the listed manufacturers represent a portion of the product line. Can we add products that we feel may be suitable for use by Co-op members?  No. Line items are to be bid as listed, or equal.
• If a bidder is part of another cooperative contract, do they have to offer the ESCNJ members the best price. The ESCNJ price must be equal to or less than any other price offered on a cooperative contract. This award is required to be based on the lowest responsible and responsive bidder received for this bid solicitation.  The prices will not be compared to any other cooperative contract.
