This is a synopsis published for informational purposes only IAW FAR 5.201(b)(1)(ii) Modification to an existing contract for additional supplies or services that meets the threshold in 5.101(a)(1).

Synopsis:

This notice serves to announce a modification to the existing Blanket Purchase Agreement (BPA) FA930123A0005, originally awarded to MEC INC for Emergency Water Damage Restoration Services. The original BPA award was executed competitively by means of a 100% Total Small Business Set Aside for a contractor able to provide management, supervision, labor, materials, equipment, and supplies and responsible to perform efficient services. The purpose of this modification is to increase the total ordering ceiling of the BPA, as it represents a logical follow-on to the original order in the interest of economy and efficiency.



As a result of inspections identifying mandatory repairs to remain compliant with regulations, it was determined a ceiling increase would be accomplished in order for fulfillment of mission requirements to remain plausible for the remainder of the BPA Period of Performance, through 24 July 2028. As the requirements for this ceiling increase action remain in line with the Performance Work Statement and the completion of the repairs is time sensitive due to compliance deadlines, it has been determined to be most beneficial to the Government to proceed with a modification rather than to perform additional competition. The Government does not perceive any alternatives which outweigh the MEC INC option or satisfy the requirements as necessary at this time. Furthermore, the change was the type that reasonably could have been anticipated IAW 5343.102-90(b).



The scope of this BPA continues to include providing all labor, transportation, materials, equipment, tools, supplies, and supervision necessary to perform water damage restoration services. These services include, but are not limited to, water extraction, debris removal, dry-out, cleaning, sanitizing, and anti-microbial treatments. The services will be performed as required at Edwards Air Force Base (EAFB), Air Force Research Laboratory (AFRL), and Air Force Plant 42 (AFP42), California.



This modification increases the BPA ceiling by $650,000.00, raising the total estimated value (Master BPA limit) from $750,000.00 to $1,400,000.00. The period of performance remains unchanged, from 25 July 2023 to 24 July 2028. Individual calls placed against this BPA shall not exceed $150,000.00.
