INTRODUCTION:
The Center for Instruction, Technology & Innovation (CiTi) is seeking bids for the purchase of
one (1) immersion-based commercial driving simulator to be utilized by the school's Adult
Education Commercial Driver Training Programs.
Instructions and Special Conditions for the Submission of Responses
1. Bid proposals for the furnishing and delivery of the simulator as requested and as set forth in these
specifications prepared by the CiTi are sought at this time.
2. Copies of the specifications may be obtained by contacting Amy Rhinehart, School Purchasing Officer at
the Business Office of the CiTi, 179 County Route 64, Mexico, New York 13114, by calling (315) 963-4253
or emailing: purchasing@CiTiboces.org
3. Bid opportunities are available electronically at www.CiTiboces.org/cooperativepurchasing. Specifications
can also be found online at BidNet Direct: https://shorturl.at/zNcLe
4. ALL questions with regard to this bid must be submitted in writing. Please email the questionnaire form
that is attached as part of this solicitation document (EXHIBIT A) to the attention of Cooperative
Purchasing Officer at: purchasing@CiTiboces.org
No questions will be entertained by any other means.
All questions must be submitted by 2:00p.m. on Friday, February 27, 2026. Questions
received after this date and time may not be addressed.
Sealed bid AND electronic bid submissions will be accepted
5. SEALED BIDs must be received via mail, postal or shipping carrier at: CiTi, 179 County Route 64, Mexico,
NY 13114 until, but not later than 2:00 p.m. on March 16, 2026. Sealed bid envelopes can also be hand-
delivered to CiTi's Receiving Department (Green Steel Building at the end of the CiTi Campus Driveway in
Mexico). CiTi's Receiving Department is open Monday - Friday 8:00 a.m. to 3:00 p.m.
6. ELECTRONIC BIDs must be submitted via BidNet Direct no later than 2:00 p.m. on March 16, 2026. This is
the ONLY manner in which electronic submissions will be accepted. Emailed or faxed responses are not
acceptable.
7. A public bid opening will take place on March 16, 2026 at 2:01 p.m.
8. In the event that the CiTi Business Office is closed due to unforeseen circumstances, the bid response
date will be extended to the next business day that CiTi is open for business. The time of day will remain
2:00 p.m.

10. For Sealed Bid Submissions: Bidders must supply signed hard copies of their completed bid documents
and their proposal in a sealed envelope marked with the name of the bidder and the bid number on the
front of the envelope to the address listed in the manner specified within the bid documents.
11. All express envelopes must be clearly marked with the words "Sealed Bid Enclosed" on the front of the
outside envelope. This is important in assuring that the bid is delivered properly. The sealed bid envelope
must be included in the express envelope.
12. For Electronic Bid Submissions: Bidders must supply a signed photocopy of the completed bid
documents and their proposal via BidNet Direct.
13. A bid proposal as presented shall remain valid for a minimum period of sixty (60) days from the date of
bid opening.
14. The following three (3) forms are included herein and form a part of this bid:
Bid Proposal Certifications (Non-Collusion Bidding Certification and Conflict of Interest Certification).
Iran Divestment Act Certificate of Compliance.
General Acknowledgement
Failure to fully execute these three (3) statements will constitute grounds for rejection of a bid
submission.
15. CiTi reserves the right to waive any informality or irregularities on bids received.
16. During the evaluation process, CiTi reserves the right, where it may serve CiTi's best interest, to request
additional information or clarifications from proposers, or to allow corrections of errors or omissions.
Any such information given, either orally or in writing, is not given in confidence and may be used, or
disclosed to others, for any purpose at any time without obligation or compensation and without liability
of any kind whatsoever.
17. At CiTi's discretion, companies submitting proposals may be requested to make oral presentations as
part of the evaluation process at a time determined by CiTi.
18. CiTi reserves the right to retain all bid proposals submitted and to use any ideas in a proposal regardless
of whether that proposal is selected. Submission of a proposal indicates acceptance by the company of
the conditions contained in this solicitation, unless any and all such exceptions are clearly and specifically
noted in the bid proposal submitted and confirmed in the contract between CiTi and awarded company.
19. CiTi reserves the right to reject any or all bid proposals and to re-advertise.
20. There is no expressed or implied obligation for CiTi to reimburse responding companies or individuals for
any expenses incurred in preparing bid proposals in response to this request.
Failure to adhere to these instructions and special conditions will constitute grounds for rejection of the bid.

SPECIFICATIONS AND SCOPE
CiTi is seeking to purchase one (1) immersion-based fully shrouded commercial driving simulator to be
utilized by the school's Adult Education Commercial Driving Training Programs.
The following are a list of the specifications and mandatory requirements for the simulator that CiTi is
seeking to purchase. The specifications have been identified to create a standard for which to submit a
response. Please keep these specifications in mind when submitting a response.
Proposers offering a simulator and related services most aligned with these specifications will be scored
the highest. See 'EVALUATION PROCEDURES' for more information.
Fully shrouded, realistic, open cab experience with three (3) display screens
Lifelike instrument cluster and ignition switches, turn signals, wipers
Air ride seat with seat belt
Cab pedals (accelerator, brake and clutch) and shifter
Realistic steering
Full motion experience with realistic sounds and vibrations
Air brake experience and air brake tests system
Multi-geared manual transmission
Multi-vehicle options (semi-trailer, dump truck, garbage truck, concrete truck, school bus)
Pre-loaded commercial trucking scenarios
Ability to create customized driving scenarios
Multiple location settings (rural, urban, loading dock, highway)
Challenging weather scenarios, obstacles, and malfunctions
Adjustable and progressively challenging driving experience
Assessment and evaluation reporting tools
Instructor workstation and controls
Reaction testing
Collision detection
Recording and replay abilities
Data and reporting ability
Growth and expansion - ability to networking an additional simulator or simulators in the future

RESPONSE REQUIREMENTS
CiTi requires that responses to this bid be clear, concise and easy to interpret and contain the following
information.
Required Documents:
Bid Cover Page (page 1 of this bid packet): showing bid number, closing date and time, proposer
name, address, telephone number, and contact person.
Required Forms (included within this bid document, see 'FORMS AND SPECIFICATIONS')

Proposal Format:
Company Profile, Qualifications and Public Sector Experience - A narrative detailing company
history including location, size, date of inception, and years in business. Include qualifications
that you believe make your company unique in the market and also include experience with
public sector clients.
Simulator Specifications and Features - Include a detailed description of your proposed
simulator. Describe the motion system and include details regarding the transmission, trailer
options, number and size of screens, special and unique features, software and driver training
scenarios, as well as performance evaluation features.
Installation and Training - Describe the installation and instructor training process. Is training
onsite or virtual? Is it included in the cost or is there an additional fee? How many days? Do you
offer re-fresher training courses?
Warranty Details - Include specifics about any warranties that come with the purchase as well
as any additional warranties available for purchase.
Ongoing Support and Service - What does the post-purchase experience look like for your
company? What does support look like? How about repairs? Do you offer on-site service or does
a representative remote-in? What would be the response time for an on-site service request at
CiTi (Mexico, NY)?
Cost - Submit an itemized cost proposal that includes base price. Include the cost for optional or
add-on features as well as delivery charges. Include any expenses related to the ongoing costs of
ownership.

EVALUATION PROCEDURE
Bids are being solicited through a fair and open "best value" award process pursuant to Board Policy
#5410 and State Finance Law Section 163. The criteria and the other requirements herein are intended
to be non-restrictive for the purpose of obtaining participation and creating uniformity in the manner of
submission of bid proposals. Each bid proposal will be evaluated according to the following process:
STEP ONE: The School Purchasing Officer will determine whether a bid proposal conforms to the minimum
specifications for consideration. This includes submitting all required pages and forms. Bid proposals failing to
submit the necessary documentation may be rejected without further evaluation.
STEP TWO: Bid proposals meeting the minimum qualification will be reviewed and independently scored by
each member of an evaluation committee that was developed for this purpose. The committee members will
base their evaluation on the following weighted criteria. Note, the criteria are not necessarily listed in order of
importance but will be weighted as noted.
1. Company Profile, Qualifications and Public Sector Experience = 10%
Highest scores will be given to proposers that are able to effectively demonstrate excellence
in the industry and that have proven experience with public sector clients.
2. Simulator Specifications and Features = 30%
Highest scores will be given to proposers that are able to provide a simulator most closely
aligned to the simulator identified in the 'SPECIFICATIONS & SCOPE'.
3. Installation and Training of Simulator Use = 10%
Highest scores will be given to proposers that offer the most comprehensive installation and
on-site training package.
4. Warranty = 15%
Highest scores will be given to proposers offering long-term, comprehensive coverage and
that offer a plan that demonstrates high confidence in product durability.
5. Ongoing Support and Service = 10%
Highest scores will be given to proposers that have the shortest on-site response time, that
offer same day service, that provide in-person service repairs and that effectively illustrate a
successful post-purchase experience.
6. Clarity and Completeness of Proposal = 5%
Highest scores will be given to bid proposals that meet the response requirement and that
are easy to read and interpret.
7. Cost = 20%
STEP THREE: If deemed necessary, CiTi reserves the right to request the top three (3) scoring proposers make
an oral presentation.
NOTE: During the evaluation period all communication shall be directed through the School Purchasing
Officer/Contract Developer.

AWARD AND APPOINTMENT
An award will be made on the basis of best value to the evaluation committee's highest scoring
proposer, one (1) offeror, based on the criterion identified in the "EVALUATION PROCEDURE'. The
committee's determination shall be final and conclusive.
The appointment shall be determined by the CiTi Board of Education at the May 13, 2026 Meeting.
No applicant shall cause or influence, or attempt to cause or influence, any CiTi officer or employee to
secure unwarranted privileges or advantages.

APPENDIX I: BID PROPOSAL CERTIFICATIONS
I. General Bid or Proposal Certification
The proposer certifies that it will furnish, the prices herein quoted, the materials, equipment and/or services as
proposed on this bid.
II. Non-Collusive Proposal Certification
By submission of this proposal, the proposer certifies that it is complying with Section 103-d of the General
Municipal Law as follows:
Every bid or proposal hereafter made to a political subdivision of the State or any public department, agency
or official thereof where competitive bidding is required by statute, rule regulation or local law, for work or
services performed or to be performed or goods sold or to be sold, shall contain the following statement
subscribed by the bidder and affirmed by such bidder as true under the penalties of perjury:
Non-Collusion Bidding Certification
A. By submission of this bid, each bidder and each person signing on behalf of any bidder certifies, and in the
case of a joint bid each party thereto certifies as to its own organization, under penalty of perjury, that to
the best of his knowledge and belief:
(1) The prices in this bid have been arrived at independently without collusion, consultation,
communication or agreement, for the purpose of restricting competition, as to any matter relating to
such prices with any other bidder or with any competitor;
(2) Unless otherwise required by law, the prices which have been quoted in this bid have not been
knowingly disclosed by the bidder and will not knowingly be disclosed by the bidder prior to opening,
directly or indirectly, to any other bidder or to any competitor; and
(3) No attempt has been made or will be made by the bidder to induce any other person, partnership
or corporation to submit or not to submit a bid for the purpose of restricting competition.
A. A bid shall not be considered for award nor shall any award be made where (A), (1), (2) and (3) above have
not been complied with; provided, however, that if in any case the bidder cannot make the foregoing
certification, the bidder shall so state and shall furnish with the bid a signed statement which sets forth in
detail the reasons therefore. Where (A), (1), (2) and (3) above have not been complied with, the bid shall
not be considered for award nor shall any award be made unless the head of the purchasing unit of the
political subdivision, public department, agency or official thereof to which the bid is made, or his designee,
determines that such disclosure was not made for the purpose of restricting competition. The fact that a
bidder (a) has published price lists, rates or tariffs covering items being procured, (b) has informed
prospective customers of proposed or pending publication of new or revised price lists for such items, or
(c) has sold the same items to other customers at the same prices being bid, does not constitute, without
more, a disclosure within the meaning subparagraph A(1).
B. Any bid hereafter made to any political subdivision of the State or any public department, agency or official
thereof by a corporate bidder for work or services performed or to be performed or good sold or to be sold,
where competitive bidding is required by stature, rule, regulation or local law, and where such bid contains
the certification referred to in subdivision A of the section, shall be deemed to have been authorized by the
Board of Directors of the bidder, and such authorization shall be deemed to include the signing and
submission of the bid and the inclusion therein of the certificate as to non-collusion as the act and deed of
the corporation.
III. Conflict of Interest Certification
Each bidder must state, by signing below, that no CiTi officer, or any member of any related Board of Education,
including CiTi, or the specific governing body, is, as defined within the General Municipal Law provisions relating
to conflicts of interest, directly or indirectly financially involved in this proposal.

APPENDIX II: IRAN DIVESTMENT ACT CERTIFICATION OF COMPLIANCE
The Bidder/Contractor named below certifies compliance with The State of New York Iran Divestment
Act of 2012 (Act), Chapter 1 of 2012 Laws of NY, State Finance Law subsection 165-a including the
following:
1. By submitting a bid in response to this solicitation or by assuming the responsibility of a
Contract awarded hereunder, Bidder/Contractor (or any assignee) certifies that it is not
on the "Entities Determined To Be Non-Responsive Bidders/Offerers Pursuant to The
New York State Iran Divestment Act of 2012" list ("Prohibited Entities List") posted on
the OGS website at: http://www.ogs.ny.gov/about/regs/docs/ListofEntities.pdf.
2. Bidder/Contractor certifies that it will not utilize on such Contract any subcontractor that
is identified on the Prohibited Entities List.
3. Bidder/Contractor is advised that should it seek to renew or extend a Contract awarded
in response to the solicitation, it must provide the same certification at the time the
Contract is renewed or extended.
4. During the term of the Contract, should CiTi or a Component District receive information
that Bidder/Contractor (as defined in CiTi's General Conditions) is in violation of the
above-referenced certifications, CiTi will review such information and offer the
Bidder/Contractor (or any assignee) an opportunity to respond. If the Bidder/Contractor
(or any assignee) fails to demonstrate that it has ceased its engagement in the
investment activity which is in violation of the Act within 90 days after the determination
of such violation, then CiTi shall take such action as may be appropriate and provided for
by law, rule, or contract, including, but not limited to, seeking compliance, recovering
damages, or declaring the Contractor in default.
5. CiTi reserves the right to reject any bid, request for assignment, renewal or extension for
an entity that appears on the Prohibited Entities List prior to the award, assignment,
renewal or extension of a contract, and to pursue a responsibility review with respect to
any entity that is awarded a contract and appears on the Prohibited Entities list after
contract award.
If the Bidder/Contractor is unable to certify that his/her name and the name of the Bidder/Contractor
does not appear on the list created pursuant to paragraph (b) of subdivision 3 of Section 165-a of the
State Finance Law, a signed statement setting forth in detail why it cannot be certified will be attached
to this form.
