Project Overview:
The North Country Rural Development Coalition (NRDC) invites qualified contractors to submit proposals for the replacement of a manufactured home located in Mineville, NY. This project is funded by the Community Development Block Grant (CDBG) program. The scope of work includes the complete replacement of an existing manufactured home with an Energy Star-certified, approximately 850 square foot home, and all related services. This includes site evaluation, site preparation, installation of the new home, foundation work, utility connections, and securing a Certificate of Occupancy. The project is scheduled to begin in mid-March 2025.

Scope of Work:
The successful contractor will be required to:

• Conduct a site evaluation and prepare the site for the installation of a manufactured home.
• Install an Energy Star-certified manufactured home of approximately 850 square feet.
• Complete all necessary foundation work, utility connections, and ensure compliance with all local codes.
• Obtain a Certificate of Occupancy upon project completion.

Contractor Requirements:

• Contractors must comply with New York State and local building codes and regulations.
• Preference will be given to contractors with experience in installing frost-protected foundations and Energy Star-certified manufactured homes.
• Proposals must include a detailed project timeline, a specification sheet for the proposed home model, and a potential floor plan.
• All contractors must adhere to federal and state Equal Employment Opportunity (EEO) and Section 3 regulations.
