CDBG Microenterprise Technical Assistance Services

This Request for Proposal (RFP) announces the intent of the County of Mendocino to contract a qualified vendor to provide Microenterprise technical assistance services utilizing Community Development Block Grant (CDBG) Program Income funding for 54 qualified participants.

Microenterprise assistance programs are crucial in supporting the backbone of the local economy, as microenterprises play a significant role in job creation and innovation. The County of Mendocino aims to stimulate economic growth and enhance the community's overall prosperity by providing customized support to these small businesses.

Startups through services that are designed to remove obstacles related to licensing, permitting, and other governmental processes as well as provide participants with a service plan based on an individual needs assessment.

Vendors must submit two (2) copies of their proposal:  One (1) complete paper copy with original Vendor signature, and One (1) complete copy on USB Flash Drive.   The proposal must be formatted in accordance with the instructions of this RFP.  Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP.  Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 029-26”, and delivered by 2:00 p.m. August 3, 2026 to:

Late or facsimile proposals will not be accepted.  It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.  Proposals received after the date and time specified will not be considered.  Note:  The unauthorized use of the County’s official logo is strictly prohibited.
