Serving portions of :
Griffeth Road, Shady Lane, and Northwood Circle
Madison County, Georgia
Sealed bids will be accepted and opened by the Madison County Board of Commissioners
Office, Public Meeting Room, 91 Albany Avenue, Danielsville, Georgia, from 10:00 A.M.
to 12:00 P.M. on June 1, 2026 for BID #26-06, Installation of Domestic Water and Fire
Suppression System Serving portions of Griffeth Road, Shady Lane, and Northwood
Circle, according to plans and specifications. All bids will be opened in public and read
aloud immediately following the specified closing time.
The Project consists of the installation of approximately 5,000 linear feet (LF) of 6-inch
potable water lines and appurtenances in areas generally located on the right-of-way of
several streets located within the bounds of Madison County. The construction activities
include three roads with connections to the existing system. This project includes erosion
and sedimentation control along with traffic control requirements. This project is designed to
install water on street that are not currently serviced and replace an existing private well with
public water connections. There shall be new service connections at parcels that will require
work up to the homes.
All contracts are subject to Federal and State contract provisions prescribed by the Georgia
Department of Community Affairs (DCA) and the U.S. Department of Housing and Urban
Development (HUD).
This project is covered under the requirements of Section 3 of the HUD Act of 1968, as
amended and Section 3 Business Concerns are encouraged to apply.
This agreement is for services related to a project that is subject to the Build America, Buy
America Act (BABAA) requirements under Title IX of the Infrastructure Investment and
Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured
products, and construction materials used in this project must be produced in the United
States, as further outlined by the Office of Management and Budget's Memorandum M-22-
11, Initial Implementation Guidance on Application of Buy America Preference in Federal
Financial Assistance Programs for Infrastructure, April 18, 2022.
This project also abides by the following laws as they pertain to HUD Assisted Projects: Title
VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community
Development Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing
Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section
504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities
Act of 1990 (ADA); and the Architectural Barriers Act of 1968.

Contracts for this project must include but are not limited to provisions for the following
requirements: Equal Employment Opportunity (E.O. 11246) as supplemented by (41 CFR,
Part 60); Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented by (23 CFR,
Part 3); Davis- Bacon Act (40 U.S.C. 27ato a-7) as supplemented by (29 CFR, Part 5);
Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C.
327-330) as supplemented by (29 CFR, Part 5); Section 306 of the Clean Air Act (42
U.S.C. 1857(h)) or Section 508 (33 U.S.C. 1368); Debarment and Suspension (Executive
Orders 12549 and 12689); Byrd Anti-Lobbying Amendment (31 U.S.C. 1352); Drug-Free
Workplace requirements; Section 6002 of the Solid Waste Disposal Act, as amended.

project will be held at 11:00 A.M. to 12:00 P.M. EST, May 13, 2026 located at
Madison County Board of Commissioners Office, Public Meeting Room, 91 Albany
Avenue, Danielsville, Georgia.

The estimated range of this project is between $900,000 and $1,000,000.
BONDING REQUIREMENTS: An original Bid Bond for 5 percent (5%) of the total bid
must be submitted with the bid. Performance and Payment Bonds in the amount of
100 percent (100%) of the contract price will be required if contract is awarded.
