Summary

The City of Pontiac is soliciting proposals from qualified organizations, nonprofits, or other eligible entities to design, manage, and implement a Facade Improvement Program funded through the Community Development Block Grant (CDBG) program. This initiative is intended to improve commercial corridors by enhancing the curb appeal.

A total of $400,000 in CDBG funds are available for this program. The selected Grantee will be responsible for implementing eligible facade projects, subject to approval by the City of Pontiac.

Background

CDBG funds, which until recently were governed by Oakland County, are now being facilitated by the City of Pontiac. Facade improvement is a common use of CDBG funds, and the potential impact to the throughways of the city cannot be underestimated. Some of the project goals include:

  • Enhance commercial building facades to improve neighborhood aesthetics and encourage business growth.
    - Stimulate economic revitalization in underserved areas outside of the downtown district.
    - Preserve and promote the unique architectural character of Pontiac’s neighborhoods.
    - Ensure projects meet HUD CDBG eligibility and national objectives.
    - Require grantees to include a plan for post-project maintenance and sustainability.

The initial contract term will be for two (2) years, with the option to renew for up to three (3) additional one-year periods at the sole discretion of the City of Pontiac.
