Bids for the construction of the Project will be received electronically by the City of Panama City Purchasing Division, until Wednesday, December 18, 2024 at 3:00 pm Central Time. At that time, all Bids received will be publicly opened and read at City Hall located at 501 Harrison Avenue, Panama City, FL 32401, in Room 10 by the Selection Committee, who will evaluate the bids to ensure responsiveness and will make a recommendation of award.
The Project includes the following Work:
Construction of utility improvements to include sanitary sewer and water main along the following streets within the City of Panama City: E 4th St. from Oak Ave. to McKenzie Ave., Oak Ave. from E 4th St. to Luverne Ave., Park Ave. from Beach Dr. to Luverne Ave., Luverne Ave from Oak Ave. to E 4th St., E 3rd Ct. from Park Ave. to McKenzie Ave., and Magnolia Ave. from E 3rd Ct. to E 4th Street. This work includes the installation of the proposed utilities as well as removal of existing utilities. It also includes the excavation of trenches for the proposed utilities and the restoration of the roadway and sidewalks in which the trenches are dug either by full depth reconstruction or milling and resurfacing, as applicable. In addition, on the Park Ave. portion only, the project includes sidewalk widening as shown in the plans.
The Project must be substantially complete no later than August 1, 2025. Final completion must be no later than September 1, 2025.
Non-Mandatory Pre-bid Conference
A non-mandatory pre-bid conference for the Project will be held on Tuesday, November 19, 2024, at 11:00 a.m. CT in Room 10 of City Hall located at 501 Harrison Avenue, Panama City, FL 32401. Attendance at the pre-bid conference is encouraged but not required.

The City of Panama City reserves the right to accept any Bids deemed to be in the best interest of the City, to waive any minor irregularities, scrivener's errors, minor omissions, minor deviations, and/or technicalities in any Bids, or to reject any or all Bids and re-advertise for new Bids, in accordance with the applicable sections of the Florida Statutes, the City Charter and City code, and this Invitation to Bid (ITB). The responsibility for submitting a Bid before the stated time and date is solely and strictly that of the Responsive Bidder. The City is not responsible for any delayed, late, lost, misdelivered, or non-delivered Bids, no matter the cause.
The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
To ensure compliance with federal regulations governing the use of Community Development Block Grant-Disaster Recovery (CDBG-DR) funds, any entity (including individuals, firms, and other organizations) submitting a bid under this solicitation must be registered in the U.S. Government's System for Award Management (SAM).
Federal regulations prohibit CDBG-DR funds from being provided to entities or individuals that are suspended, debarred, or otherwise excluded or ineligible for participation in federal assistance programs. For information on the SAM registration process, visit the SAM.gov website.
Contractor and Subcontractors shall be registered with and use the E-Verify system to verify work authorization status of all newly hired employees.
